This solicitation is for the procurement of Heavy Duty Trailers for the Sierra, Klamath, and Lassen National Forests. The government anticipates awarding a Firm-Fixed Price contract.

• Item 0001: Transport Trailer, Side Axle (Cozad or equal), with specifications detailed in Attachments 1 and 2.

• Item 0002: Spare Tire (17.5", High Polish Aluminum).

• Item 0003: Spare Tire Bracket, Gooseneck (Installed).

• Item 0004: Fold Down Step, Spring Loaded.

• Item 0005: Lowboy Trailer (Klamath National Forest), in accordance with Attachment 4 Specifications.

• Item 0006: Lowbed Trailer (Lassen National Forest), in accordance with Attachment 3 specifications SCP WCF EN8607.

• All items must have clear traceability to the Original Equipment Manufacturer (OEM).

• A Certificate of Conformance (COC) is required.

• Alternate Parts are authorized if they meet form, fit, and function requirements and are NEW approved parts.

• Award Type: Firm-Fixed Price.

• Contract Time: 180 Days After Receipt of Order (ARO).

• The government reserves the right to make multiple awards for different line items if it results in best value.

• However, the government intends to make one award from this solicitation, requiring pricing for all items to be considered responsive.

• Offer Due Date: June 12, 2026, at 5:00 PM Pacific Time.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

  • Price: Offerors must include pricing for all items and any quantity/prompt payment discounts. Pricing will be evaluated for fairness and reasonableness.
  • Technical Acceptability: Quoted products must meet or exceed salient characteristics, be clearly identified (brand name, make, model), include descriptive literature, and be available within the timeframe. "Equal" products must be clearly identified and modifications described.
  • Past Performance: Will be evaluated as Acceptable, Neutral, or Unacceptable.
