This is a combined synopsis/solicitation for commercial products or services to establish multiple 5-year Blanket Purchase Agreements (BPAs) for short-term heavy equipment rental services. The acquisition is being conducted on an Unrestricted (Full and Open Competition) basis. The North American Industry Classification System (NAICS) code is 532412.

• The 354th Fighter Wing requires rentals for heavy construction equipment.

• Rentals can be ordered as Unoperated (bare lease) or Operated (with licensed contractor personnel).

• Services to be supported include airfield snow removal, infrastructure repair, and range maintenance.

• Equipment must meet salient characteristics, delivery timelines, and 24/7 maintenance response metrics as defined in Attachment 1: Performance Work Statement (PWS).

• Multiple Award BPAs are intended.

• Each BPA will have a five (5) year ordering period.

• Offers are requested via email to the Contract Specialist and Contracting Officer by 30 June 2026, 12:00 PM AKDT.

• Quotes must be valid for 90 days.

• Questions must be submitted via email by 17 June 2026.

• Quotes must include:

  • Volume I (Price): Completed Attachment 2: Price-Cost Schedule.
  • Volume II (Technical): Signed statement acknowledging agreement to PWS terms and metrics, and manufacturer spec sheets for "Or-Equal" items.
  • Volume III (Past Performance/Responsibility): List of up to three (3) relevant contracts from the last three years with POCs.
  • Vendor Information: Completed SAM.gov UEI, CAGE code, and business size representation.

• Evaluation will be based on two factors:

  • Factor 1 - Technical: Rated Acceptable/Unacceptable based on PWS compliance, "Or-Equal" specifications, and satisfactory past performance.
  • Factor 2 - Price: Evaluated for fairness and reasonableness.

• There will be no trade-offs between price and non-price factors.

• This acquisition is being conducted on an Unrestricted (Full and Open Competition) basis.

• Small Business Offerors are exempt from submitting a Small Business Subcontracting Plan.

• Large Business Offerors must submit a Small Business Subcontracting Plan per FAR 52.219-9.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Eielson Air Force Base, Alaska, with reliable access to a wide range of heavy equipment for mission-critical infrastructure projects, airfield maintenance, and training exercises on an as-needed basis.

• Establishes requirements for a non-personal services contract for heavy equipment rental.

• Includes unoperated (bare lease) and operated rentals.

• Contractor is responsible for personnel, equipment, supplies, transportation, tools, materials, maintenance, and supervision.

• The Government intends to establish one or more Blanket Purchase Agreements (BPAs) to fulfill these requirements through individual call orders.

• Offerors should propose on all items they can provide compliant equipment for.

• Equipment Downtime: If equipment is inoperable for over 24 hours due to mechanical failure, a replacement of equal or greater capability must be provided within 48 hours. Failure to do so will result in the unit being taken off rent and no charge to the Government until repaired.

• Emergency Service Calls: Response to malfunctioning equipment within 24 hours of notification.

• Delivery: Commencement of delivery within 12 hours of call order notification.

• Pickup: Removal of equipment within 48 hours after the end of the rental period.

• Condition: Equipment must be delivered in excellent, fully operational condition, with all components and safety features functioning. Wear items must be in "like-new" condition, and tires must have a tread depth of 28/32 inch or greater.

• Arctic Operations: Equipment requiring an operator must have a fully enclosed, heated cab and a cold weather package.

• Operators (Optional): Must possess valid Alaska commercial driver's licenses and/or specialized certifications. Must be proficient and capable of performing tasks without direct supervision. Contractor assumes responsibility and liability for operator actions.

• Ordering Period: BPA not to exceed five (5) years from the date of award.

• Specific Rental Period: Defined in individual call orders.

• Delivery Locations: Eielson AFB (Bldg. 3405, 2351, 4105), Yukon Training Area, Fort Greely / Delta Junction, and Tanana Flats.

• Maintenance: Contractor is responsible for all scheduled and unscheduled maintenance, repair, parts replacement, tire repair/replacement, and provision of all necessary fluids at no additional cost.

• On-Site Maintenance: Contractor shall perform all on-site maintenance. Travel up to 50 miles from the initial delivery point is at the Contractor's expense.

• Government-Furnished Property (GFP): None.

• Government-Furnished Services (GFS): Government will provide diesel fuel for Government use of equipment. No other services will be provided.

• Model Year: Equipment generally must be model year 2012 or newer, unless specified otherwise.

• Safety: Equipment must comply with all applicable Federal and State Safety Standards and the Reclamation Health and Safety Manual.

• "Or-Equal" Equipment: Technical documentation must be provided to demonstrate compliance with salient characteristics.
