Solicitation / RFP / RFQ

This solicitation is for repairs to the mammalian exclusion fence skirt at the Honouliuli unit of Pearl Harbor National Wildlife Refuge. The lower portions of the fence have corroded due to environmental conditions and interaction with the current fencing material. The project involves installing Aquamesh material on the corroded lower portions of the fence, extending into the ground, in areas where corrosion has occurred.

• Install Aquamesh material on corroded sections of the mammalian exclusion fence skirt, extending at least 6 inches underground and 2 feet out into a soil substrate.

• Clear driftwood, marine debris, and mangroves from seaward sections (approximately 300 feet total) to facilitate installation.

• Secure Aquamesh material to the existing fence using PVC board or non-corrodible equivalent and stainless steel screws.

• Replace any posts that are no longer in functioning order.

• Avoid disturbance to wildlife and native vegetation.

• Attend pre-implementation meetings with refuge staff.

• Repair 750 ft of the mammalian exclusion fence skirt.

• Contract Type: Firm Fixed-Price Construction Purchase Order.

• Period of Performance: From the day after award until May 15, 2026.

• Project Magnitude: Less than $25,000.

• Government-Furnished Equipment (GFE): 800 ft of Aquamesh material.

• Offers are due by 4:00 PM MST on February 25, 2026.
