Scope of Work
The contractor will provide non-personal services focusing on data validation, management, visualization, and web application development for highway infrastructure research data. Key tasks include:
- Quality control and assurance of highway infrastructure research data.
- Management of the entire data lifecycle.
- Development of data visualization techniques and intuitive analytics tools.
- Augmentation and enhancement of FHWA InfoHighway web portals (e.g., LTPP InfoPave, LTBP InfoBridge, FHWA InfoPTF) with new research data.
- Providing technical support for various FHWA web portals.
- Ensuring all Information and Communication Technology (ICT) deliverables meet Section 508 standards.
- Services will support programs like LTPP, LTBP, and PTF.
Contract Details
- Contract Type: IDIQ, utilizing Firm-Fixed Price (FFP) or Time-and-Materials/Labor Hour (TM/LH) task orders.
- Minimum Guarantee: $50,000
- Maximum Ceiling: $8,000,000
- Period of Performance: 60 months from the date of award.
- Place of Performance: Contractor facilities and the FHWA Turner-Fairbank Highway Research Center in McLean, VA.
- Set-Aside: Total Small Business Set-Aside (FAR 19.5).
- Key Personnel: The revised Attachment J.3 requires two key personnel: a Program Manager and a Senior Civil Engineer/Senior Data Engineer.
- Labor Rates: Only one set of rates for each labor category is required.
- Other Requirements: No off-shore personnel permitted. Contractor personnel require a Government PIV card for on-site work and must comply with IT security regulations.
