Quick Summary
The Department of the Air Force, specifically Hill Air Force Base, is soliciting proposals for Tribal Meeting & Consultation services under a Total Small Business Set-Aside. This opportunity seeks comprehensive Cultural Resources Management (CRM) technical support for the Utah Test and Training Range (UTTR) and the Utah DoD Annual American Indian Meeting. The Government intends to award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm-Fixed-Price (FFP) Task Orders. Proposals are due by April 8, 2026, at 1330 MDT.
Scope of Work
The contractor will provide support across two primary service areas:
- UTTR Tribal Cultural Specialist Survey: Facilitate and conduct traditional cultural specialist surveys of designated portions of the UTTR. This includes desktop research, field visits with designated Traditional Cultural Specialists (TCSs) from affiliated tribes, identifying areas of tribal significance, updating existing records, and providing indigenous awareness to land managers. This is not an archaeological survey, but a desktop review with field components, anticipating approximately 5 fieldwork days over a 300,000-acre project area.
- Utah DoD Annual American Indian Meeting Support: Provide expert consultation and logistical/financial support for the Annual American Indian Meeting. This involves on-site payment (cash or check) for tribal members' travel, per diem, and honorariums, as well as payment for tribal hotel invoices.

Important Updates
Amendment 01 significantly revised the Statement of Work (SOW) to better reflect the IDIQ nature and changed the CLIN structure to require fixed hourly labor rates instead of a total project price. Offerors must review the revised solicitation documents, including "FY26_Hill Tribal Survey SOW_V6", and acknowledge this amendment in their submission.
