Quick Summary

The Department of the Air Force, through the Air Force Research Laboratory (AFRL), has issued a Solicitation (FA2384-26-S-B001) for Holistic Models for Decision Making (HMDM). This Unrestricted opportunity seeks research and technical proposals to advance human-centered cognitive modeling, developing high-fidelity computational and mathematical models to simulate the effects of cognitive, perceptual, and operational factors on warfighter performance. The effort is part of the broader Continuing Human Enabling, Enhancing, Restoring, and Sustaining (CHEERS) Multiple Authority Announcement (MAA). Proposals are due April 24, 2026.

Purpose & Scope

The primary objective is to conduct research to develop, evaluate, and refine advanced cognitive models. This includes experimental studies, prototype model development, and analysis in laboratory or simulated environments. Key research areas encompass cognitive model research and analysis, prototype model design and development, and research-focused integration, evaluation, and assessment. Specific focus areas include modeling critical cognitive capabilities like language learning, dynamic asset management, and the impact of operational stressors on sensory systems. The effort has an anticipated 60-month technical performance period, plus 3 months for a final report.

Contract Details

This solicitation is anticipated to result in an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with Cost-Plus-Fixed-Fee (CPFF) Task Orders. The basic IDIQ ceiling is $26,200,000, with an initial Task Order 1 (Kick-Off Meeting) estimated at $5,000. The IDIQ has a 96-month technical effort period and a 60-month ordering period. Award is contingent on fund availability. The opportunity is Unrestricted, encouraging small business participation, but foreign participation is not authorized at the prime contractor level.

Key Requirements & Deliverables

Contractors will be required to meet stringent security requirements, including a Top Secret (TS/SCI) facility clearance and access to Sensitive Compartmented Information (SCI). Personnel accessing USAF bases, AFRL facilities, or IT networks must be U.S. citizens, with specific waiver processes. A Security Program Questionnaire and Privacy Act Statement are required for all covered individuals. Contractors must establish internal processes to address foreign talent programs and conflicts of interest, and notify the Contracting Officer within 5 business days if Senior/Key Research Personnel are involved in Foreign Government Talent Programs or have Foreign Components with strategic competitors. Deliverables include various CDRLs (e.g., Scientific and Technical Reports, Software Product, Security Plan, S&T Protection Implementation Plan), and adherence to ITAR regulations. Human subject use and ground/flight testing are anticipated.

Submission & Evaluation

Proposals must be submitted electronically via email by April 24, 2026, 3:00 PM (Wright-Patterson AFB, OH local time). The submission requires both a Basic IDIQ proposal (Technical/Management, SOW, Business/Subcontracting Plan) and a Task Order 1 proposal (Technical/Management, Cost/Business). Page limits are 30 pages for the IDIQ Technical/Management proposal and 15 pages for the TO 1 proposal. Evaluation will follow a One-Step Process based on Peer or Scientific Review, agency needs, and funding, with the government reserving the right to award without discussions. Offerors must have "selectable" proposals for both the basic IDIQ and Task Order 1.
