This is an initial solicitation for the "Holistic Models for Decision Making" initiative under the "Continuing Human Enabling, Enhancing, Restoring, and Sustaining (CHEERS)" Multiple Authority Announcement (MAA). Statement of Objectives (SOO)

This effort aims to conduct research to advance human-centered cognitive modeling under the Holistic Models for Decision-Making (HMDM) initiative. The goal is to develop, evaluate, and refine high-fidelity computational and mathematical models that simulate the effects of cognitive, perceptual, and operational factors on warfighter performance.

• Develop, evaluate, and refine high-fidelity computational and mathematical cognitive models.
• Emphasize experimental studies, prototype model development, and analysis in laboratory or simulated environments.
• Research areas include cognitive model research and analysis, prototype model design and development, and research-focused integration, evaluation, and assessment.
• Focus on modeling critical cognitive capabilities such as language learning, dynamic asset management, and the effects of operational stressors on sensory systems.

1. Cognitive Modeling Research and Analysis: Develop software models, simulations, and algorithms for relevant processes and scenarios, including research on fatigue and its effects on performance. Collect and analyze data from integrated facilities.
2. Cognition Model Design and Development: Design, develop, and document new and existing cognition software, integrative software, and models/algorithms. Integrate new capabilities into the government modeling repository.
3. Research Integration, Evaluation, and Assessment: Conduct research-oriented integration, test, and validation activities in simulated environments. Analyze experimental data and produce technical reports.

• Period of Performance: 60 months technical performance plus 3 months for Final Report (63-month PoP).

• Available Base Support/Facilities: Access to buildings 441, 248, 33, and 852 will be provided. Alternate work locations may be utilized.
