This solicitation seeks proposals for an Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) with a Firm-Fixed-Price (FFP) basis for individual task orders. The contract is for "Seminar Services," which includes providing personnel, equipment, tools, materials, supervision, and quality control necessary to perform these services. • General Flag Officer Seminar (GFOS): Requires equipment and services in accordance with the Performance Work Statement (PWS). This seminar is planned for 4-5 days.

• Leadership in Homeland Security Seminar (LHS): Requires equipment and services in accordance with the PWS. This seminar is planned for 5-6 days.

• Service Contract Reporting (SCR): Required for reporting contractor labor hours, including subcontractor hours, via sam.gov.

• Offeror Credentials: Must be an accredited educational institute of higher learning awarding bachelor's, master's, and Ph.D. degrees.

• Facilities: Must describe access to facilities for seminars, including capacity (up to 65 participants), technology, seating, and meeting spaces.

• Faculty: Must demonstrate that main instructors meet Ph.D.-level, tenured faculty status, active researcher status, and senior executive level teaching experience.

• Course Content: Must align with PWS requirements for content relevance (National Guard-centric), case study integration, duration, and structure.

• Administrative and Logistics Support: Must detail plans for event planning, participant registration, status notifications, and reporting.

• Contract Type: Indefinite Delivery/Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) with Firm-Fixed-Price (FFP) task orders.

• Ordering Period: Anticipated to be 3 years from the date of award.

• Minimum Guarantee: The total firm-fixed-price of the initial task order.

• Maximum Ceiling: $3,300,000.00 over the entire ordering period.

• Period of Performance: Varies by CLIN, generally from July 2026 through June 2029.

• Evaluation Factors: Proposals will be evaluated on a best-value tradeoff basis. Factor 1 (Technical/Management Capability) and Factor 2 (Past Performance) are significantly more important than Factor 3 (Price).

• Key Deadlines: Offer Due Date: 08 June 2026.

• This acquisition is UNRESTRICTED.

• Offerors must acknowledge receipt of all solicitation amendments.

• The place of performance is not known at the time of solicitation and will be determined by the successful offeror's proposal.

• Offerors must provide UEI and CAGE code and be registered in SAM.gov prior to award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide seminar services for the Homeland Security Institute (HSI) to deliver executive education courses focused on emergency management, homeland security, and crisis leadership for senior National Guard leaders and other relevant personnel.

• Provide all personnel, equipment, tools, materials, supervision, and quality control necessary for seminar services.

• Develop and deliver academic courses based on case studies, emphasizing National Guard-centric frameworks and relevant historical research.

• Courses to cover topics such as disaster planning, homeland security, emergency management, and crisis leadership.

• Offer two main seminar types: General and Flag Officers Homeland Security Executive Seminar (GFOS) and Leadership in Homeland Security Seminar (LHS).

• GFOS: For strategic/senior executive leaders, 4-5 days, up to 65 participants, case study-driven, focusing on strategic commands and senior executive responsibilities.

• LHS: For operational/executive leaders, 4-5 days, up to 65 participants, case study-driven, focusing on operational concepts and executive responsibilities.

• Provide administrative and logistical support for seminars, including event planning, coordination, registration, participant welcome, and course materials.

• Develop and deliver case studies based on recent real-world events.

• Contractor must maintain a high level of expertise.

• Develop and maintain an effective Quality Control Plan (QCP).

• Government will evaluate performance via a Quality Assurance Surveillance Plan (QASP).

• Specific performance requirements and acceptable quality levels are detailed in Technical Exhibit 1.

• Period of Performance (PoP): Three (3) year ordering period.

• Place of Performance: Not on a DoD Installation or Network. Services are conducted at contractor-provided facilities.

• Contractor must be an accredited educational institute of higher learning.

• Instructors must be Ph.D.-level tenured faculty with relevant academic research specialties and professional experience.

• Facilities must accommodate up to 65 participants with state-of-the-art technology.

• Contractor must protect Personally Identifiable Information (PII).

• Adherence to Combating Trafficking in Persons policy.

• Specific reporting requirements include Service Contract Report, Student Biography Report, Course Evaluation Report, Enrollment Status Notification, Course Agenda/Schedule, and Case Study.

• Meals and non-alcoholic beverages are authorized as part of the seminar fee.

To provide seminar services for the Homeland Security Institute (HSI) to deliver professional education to senior National Guard leaders, focusing on emergency management, homeland security, and crisis management.

• Provide personnel, equipment, tools, materials, and supervision for seminar services.

• Develop and deliver academic courses using case study formats.

• Courses should be relevant to the National Guard's role in supporting civil authorities during large-scale crisis-emergency events.

• Offer two types of seminars: General and Flag Officers Homeland Security Executive Seminar (GFOS) and Leadership in Homeland Security Seminar (LHS).

• GFOS focuses on strategic/senior executive level leadership.

• LHS focuses on operational/executive level leadership.

• Seminars are 4-5 days long and include instruction, case study discussions, networking, and guest instructors with relevant experience.

• Contractor is responsible for providing facilities with appropriate technology and seating.

• Seminars must foster interdepartmental networking and develop senior leaders.

• Courses must be case study driven, with a minimum number of case studies and guest instructors.

• Contractor must develop case studies based on recent events and original research.

• Contractor must provide administrative and logistical support for the seminars.

• Service Contract Reporting (SCR) is required.

• Period of Performance: Three (3) year ordering period.

• Place of Performance: Contractor-provided facilities, not on a DoD Installation or Network.

• Contractor must be an accredited educational institute.

• Instructors must have Ph.D. level credentials and relevant professional experience.

• Contractor must adhere to zero-tolerance policy regarding trafficking in persons.

• Government retains unlimited rights to all documents and materials produced.

• Organizational Conflicts of Interest (OCI) must be managed.

• Specific deliverables include Service Contract Reports, Student Biography Reports, Course Evaluation Reports, Enrollment Status Notifications, Course Agendas/Schedules, and Case Studies.
