This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 12. It constitutes the only solicitation, and no separate written solicitation will be issued. The USDA Forest Service (FS) Hoosier National Forest requires the procurement of two (2) All-Terrain Vehicles (ATVs). All labor, parts, and installed products must meet manufacturer specifications, including trade-ins and any necessary non-OEM aftermarket items.

• Two (2) Brand New All-Terrain Vehicles (ATVs).

• All labor, parts, and products must meet manufacturer specifications.

• Trade-ins are included.

• The anticipated award type is Firm Fixed Price.

• The Government reserves the right to make multiple awards if it's in the best interest of the Government, though the intent is to make one award.

• The administrative cost of awarding and administering a purchase order is assumed to be $500 for evaluation purposes.

• Quotations are requested. The solicitation number is 12444626Q0043.

• Submission Deadline: June 15, 2026, 4:00 pm central time via email to shannon.warren-davis@usda.gov.

• Emails must contain three separate attachments: price proposal, past performance, and representations/certifications (in Word, Excel, or Adobe PDF).

• Evaluation Criteria: Award will be made to the offeror representing the best value to the Government, based on Lowest Price Technically Acceptable (LPTA) for a Service Contract and Past Performance.

• Price will be evaluated for fairness and reasonableness.

• Past Performance will be evaluated as Acceptable or Neutral.

• Only the lowest priced offer will be evaluated for technical acceptability.

• Tradeoffs will not be conducted.

• This acquisition is set-aside for small business concerns.

• The applicable North American Industry Classification Standard (NAICS) Code is 336991.

• The small business size standard is 2310.

• All responsible sources may submit a quotation.

• Invoices are to be submitted in arrears via the Department of Treasury's Invoice Processing Platform (IPP). Registration is required.

• Applicable FAR and AGAR clauses and provisions are incorporated by reference.

• Offerors must have an active entity registration in the System for Award Management (SAM).

Statement of Work (SOW)

To procure two new All-Terrain Vehicles (ATVs) for the Hoosier National Forest.

• Procure, upfit, and deliver two new ATVs.

• Pick up two trade-in ATVs (2016 Honda Rubicon 4x4) from the Hoosier National Forest.

• The contractor is responsible for the pick-up and delivery of both new and trade-in ATVs.

• ATVs must be equipped with independent suspension 4x4 and electronic power steering.

• Minimum 500cc engine with a 5-speed dual clutch transmission.

• Must include an electric winch, full-length aluminum skid plates, and steel baskets for front and rear racks.

• Optional: Phone/tablet mount for navigation (contingent on available funds).

• Two (2) 2016 Honda Rubicon 4x4 ATVs for trade-in.

• Deliver two fully operational ATVs.

• Pick up two trade-in ATVs from Hoosier National Forest in Bedford, IN.

• Deliverable date: within 60 calendar days from the date of receipt.
