This document is a sources sought notice for market research purposes. The Government is seeking to determine if small businesses possess the capability to execute the requirements of an upcoming acquisition. Responses will help define potential small business set-aside opportunities. This is NOT a request for proposal (RFP) or a promise to contract.

Interested contractors must submit a capabilities statement, no more than five (5) pages in length, with PWS feedback.

• Company experience details: contracting agency, contract number, title, place of performance, years of performance, and value of contract per year.

• Business size and cage code.

• Submissions should be in Times New Roman, font size 12.

• Maximum of five (5) one-sided, 8" X 11" pages.

• Format: Microsoft Word or PDF.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide labor, supervision, materials, equipment, tools, transportation, and incidentals for the safe erection of scaffolding, surface preparation via abrasive blasting, application of protective coatings to a hopper, removal and replacement of an existing guillotine, and proper disposal of all waste, in accordance with applicable Navy safety, OSHA, and environmental regulations.

• Erect and dismantle scaffolding for fall protection and safe access.

• Perform daily QA/Safety inspections, including red/green tagging of scaffolding.

• Prepare hopper surface via abrasive blasting using approved media.

• Apply high-solids epoxy coating system per manufacturer specifications.

• Perform touch-up painting for complete coverage.

• Remove existing guillotine, install a new guillotine, and perform necessary welding.

• Collect, handle, and dispose of grit, solvents, and hazardous waste according to regulations.

• Daily QA/Safety inspections.

• Coating applications must meet manufacturer specifications and industry standards.

• Work completion subject to Government inspection, confirmation of proper coating application, scaffolding removal, operational new guillotine, and proper waste disposal.

• Place: ACB-1 on Naval Amphibious Base Coronado, or as directed by the Government.

• Period: As soon as possible upon contract award. Estimated labor effort: 181 man-hours.

• Contractor to furnish all materials, equipment, and supplies (scaffolding, blast grit, coatings, dust collectors, protective materials, new guillotine assembly).

• Operation of blasting and painting equipment by certified personnel (C-7 Blaster and C-14 Sprayer).

• Welding operations by qualified personnel.

• Compliance with all applicable safety regulations (OSHA, Navy).

• Handling, transportation, and disposal of hazardous materials, blast media, and solvent waste in accordance with federal, state, and local environmental regulations.

• No Government-Furnished Property or Equipment will be provided unless specified.
