HOSE ASSEMBLY

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, prepared in accordance with FAR Part 13 using Simplified Acquisition Procedures. It constitutes the only solicitation, and a written solicitation will not be issued. Paper copies will not be available. The solicitation is set-aside for a small business. Norfolk Naval Shipyard requests responses from qualified sources capable of providing the material listed. All items must be new; no refurbished or used items will be accepted.

The solicitation details requirements for several types of hose assemblies:

• CLIN 0001: 1.5" Hose Assembly, Multipurpose, Saltwater and Freshwater, Oily Waste (20 AY)
  • Specifications include: 1.38" I.D. x 1.75" O.D., minimum bend radius of 10.5", 0.60-0.70 lbs/ft, working pressure 450-500 PSI, burst pressure 2000 PSI, temperature rating -40°F to 212°F, resistant to weather, oil, solvents, and mild acids. Hoses to be provided in 3-foot lengths. Must have specific field attachable fittings (1-1/2" Male Pipe NPT 11-1/2 TPI) and adapters. Threaded joints must use Loctite 562 series sealant. Manufacturer's name, contract number, and pressure rating must be on the layline. Written certification of hydrostatic testing at 750 PSIG for 30 minutes is required. Eaton Aeroquip 2651 series or equivalent.
• CLIN 0002: 1.5" Multipurpose Hose Assembly, Saltwater and Freshwater, Oily Waste (40 AY)
  • Specifications include: 1.38" I.D. x 1.75" O.D., minimum bend radius of 10.5", 0.60-0.70 lbs/ft, working pressure 450-500 PSI, burst pressure 2000 PSI, temperature rating -40°F to 212°F, resistant to weather, oil, solvents, and mild acids. Hoses to be provided in 25-foot lengths. Eaton Aeroquip 2651 series or equivalent.
• CLIN 0003: 2.5" x 25' Suction and Discharge Hose Assembly (4 AY)
  • Specifications include: Heavy duty, hard wall, suction and discharge. Nitrile inner tube, reinforced with multiple textile plies and dual wire helix. Black color. Working pressure 150-250 PSI, burst pressure 800 PSI. Minimum bend radius of 2.5". 1.40-1.50 lbs/ft. Capable of full vacuum. Temperature rating -40°F to +180°F. Hoses to be provided in 25-foot lengths. Must have a male coupling on one end and a female coupling on the other. Fittings must be brass alloy C92200. Parker SWC609 or equivalent.
• CLIN 0004: 4" x 50' Discharge Hose Assembly, Saltwater, Freshwater (40 AY)
  • Specifications include: 4" I.D. x 4.83" O.D. Working pressure 350-450 PSI, burst pressure 16,000 PSI. 2.70-2.80 lbs/ft. Temperature rating -40°F to 200°F. Resistant to weather, oil, solvent, and mild acids. Nitrile blend rubber with UHMPE wrapped finish cover. Nitrile rubber inner tube. High tensile dual static wire plies (minimum of four). Hoses to be provided in 50-foot lengths. Must have 4" male heavy duty camlock x hose shank on one end and 4" female heavy duty camlock x hose shank on the other. Fittings must be brass alloy C92200. Parker 7311NXT-4000 or Novaflex Oilfield Fracking Hose or equivalent.

All hose assemblies require written certification of hydrostatic testing, manufacturer's name, contract number, and pressure rating on layline. Samples may be requested for testing. Hoses must be palletized.

• No contract type, period of performance, or estimated value is stated in this document.

• Submission Deadline: Quotes are due by 3:00 PM EST on May 21, 2026. Email quotes to latoya.watson@dla.mil.

• Questions Deadline: Submit questions by email to latoya.watson@dla.mil by May 20, 2026, at 2:00 PM EST.

• Evaluation: Award will be based on Lowest Price Technically Acceptable (LPTA). Quotes will be evaluated for technical acceptability and price reasonableness.

• Technical Acceptability: Requires a detailed (unpriced) capabilities statement, lead time, list of supplies, manufacturer, and country of origin.

• Price Reasonableness: Requires pricing breakdown. May request invoices, price lists, or contract numbers for similar items.

• Quote Format: Submit in Microsoft Word, Excel, or Adobe PDF. Include price(s), POC, business size, CAGE Code, and payment terms. Shipping Terms: FOB Destination. Quotes valid for 30 days. Payment preference is WAWF PAID BY DFAS.

• This solicitation is set-aside for a small business.

• Registration in the System for Award Management (SAM) is required for award.

• Shipping term is FOB Destination.

• Payment is processed through WAWF (Wide Area Workflow) by DFAS. Vendors without a WAWF account may be unable to receive payment.
