Scope of Work
The requirement is for non-personal hotel lodging services in Mountain Home, Idaho, and surrounding areas within a 65-mile radius. Services include furnishing safe, clean, functional, and fully equipped accommodations, facility management, housekeeping, maintenance, emergency response, furnishings, utilities, and amenities. Key performance standards include:
- Minimum Capacity: At least 100 rooms.
- Amenities: High-speed, stable Wi-Fi (supporting up to 100 simultaneous users), housekeeping (twice weekly), linen replacement (twice weekly), 24/7 maintenance point of contact with a one-hour response for urgent issues, and emergency service response within one business day.
- Room Configuration: Single occupancy (queen bed) and double occupancy (two queen beds).
- Safety & Security: Compliance with health, safety, and accessibility standards, secure locking mechanisms, interior corridors, and comprehensive fire safety systems.

- Type: Multiple-Award Blanket Purchase Agreement (BPA) with Firm Fixed-Price calls.
- NAICS: 721110 (Hotels, except Casino Hotels, and Motels) with a $40 Million size standard.
- PSC: V231 (Lodging Hotel/Motel).
- Period of Performance: The BPA will have an overall ordering period of five years from the date of award. The Period of Performance for individual task orders will be established on each subsequent task order.
- Payment Terms: NET 30.
Submission & Evaluation
- Quotes Due: April 3, 2026, 10:00 AM Local (MST).
- Submission Method: E-mail to the addresses provided on page one of the solicitation.
- Page Limit: Technical proposals shall not exceed 10 pages. .zip files are not acceptable.
- Evaluation Factors: Technical Capability, Price, and Past Performance. Technical Capability and Past Performance will be evaluated on a pass/fail basis. Award will be made to the responsible offeror representing the best value to the Government.
- Pricing: Quoters must hold pricing firm for 60 days from the quote due date.
- Eligibility: Offerors must be registered in SAM prior to award. Past performance exceeding 3 years will not be evaluated.
Additional Notes
This acquisition is a Combined Synopsis/Solicitation. Two awards are anticipated under the BPA: one for Mountain Home, Idaho, and one for Boise, Idaho. A Wage Determination under the Service Contract Act is attached, which bidders must review for labor costs and compliance.
