This contract aims to develop and provide a crosswalk of geographic Health Professional Shortage Area (HPSA) designations to United States Postal Service (USPS) ZIP Codes. This crosswalk will be used to determine Medicare HPSA bonus payments.

• Automate the extraction and matching process of Geographic Information System (GIS) data to improve efficiency, accuracy, and reduce costs.

• Analyze CMS requirements to determine necessary resources for product development.

• Locate information not supplied by CMS.

• Adhere to a schedule of regular updates and attend meetings with CMS staff.

• Respond to CMS inquiries by the close of business of the next business day.

• Access and manipulate the HPSA database from HRSA using SAS statistical software.
