Purpose

The primary purpose of this contract is to develop and provide CMS with a crosswalk of geographic Health Professional Shortage Area (HPSA) designations, as determined by the Health Resources and Services Administration (HRSA), to United States Postal Service (USPS) ZIP Codes. This crosswalk will be used to determine the payment of the Medicare HPSA bonus per section 413(a) of the Medicare Prescription Drug and Modernization Act (MMA) of 2003.

Scope of Work

The contractor will be responsible for:

  • Automating the extraction and matching process of Geographic Information System (GIS) data.
  • Analyzing CMS requirements and locating necessary external information.
  • Adhering to a schedule of regular updates and attending meetings with CMS staff.
  • Providing a finished product that is easily usable by Medicare contractors and can be added to the CMS website.
  • Providing support and making corrections to the work product.
  • Accessing and manipulating the HPSA database from HRSA using SAS statistical software.
  • Utilizing computing capacity and archive systems for large geographic and statistical operations.
  • Accessing historical ZIP Code boundary data from 2004 to the present.
  • Using GIS skills to crosswalk geographic areas to ZIP Codes, creating composite HPSA boundary files.
  • Familiarity with USPS ZIP Code files, including those for Puerto Rico and U.S. outlying areas.
  • Providing documentation of the crosswalk development process. The contractor shall not perform duties at any CMS property location.

Key Deliverables

  • Microsoft Excel lists of 5-digit ZIP Codes for primary medical care, mental health, and geographic dental HPSAs.
  • A project work plan detailing data capture and crosswalk process.
  • Weekly progress meetings and monthly status reports.
  • Deliverables are required annually for four option years, with delivery dates of November 1st each year.

  • A mandatory Conflict of Interest Review will also be conducted, requiring submission using the provided template (Attachment J.3).
