Statement of Work (SOW) / Performance Work Statement (PWS)

The primary objective of this Performance Work Statement (PWS) is to ensure the efficient operation of hydronic heating and cooling systems at Luke Air Force Base through comprehensive chemical water treatment and maintenance services.

• Provide a full-service HVAC chemical water treatment program.

• Include ancillary equipment cleaning, management, labor, materials, parts, equipment, transportation, and tools.

• Service and clean open and closed loop cooling/condenser water systems, open and closed loop chilled water systems, and closed-loop hot water systems.

• Conduct an initial survey of all systems within 60 days of notification to identify needs for improvements or upgrades.

• Chemically clean and flush all closed-loop systems within 90 days of contract award.

• Maintain cleanliness of cooling towers, condenser bundles, heat exchangers, and closed loops.

• Clean towers and strainers at least annually, or more frequently if needed.

• Test and treat the 500,000-gallon cold water thermal storage tank annually.

• Minimize scale, corrosion, fouling, and microbiological growth to improve heat transfer efficiency.

• Maximize cycles of concentration in boilers and cooling towers to minimize water and energy consumption.

• Maintain a minimum of 10% inventory of chemicals.

• Conduct daily testing of critical systems for levels and conductivity; test non-critical systems at least three times weekly.

• Submit monthly reports electronically to the Contracting Officer Representative (COR) and HVAC Supervision by the 10th of the following month.

• The PWS is for FY-26, dated October 17, 2025.

• Services are to be performed at Luke Air Force Base, Arizona.

• Contractor must have a minimum of ten (10) years of experience in industrial cooling water system treatment.

• Service representatives must possess a Chemical Water Treatment Certification and five (5) years of experience, or ten (10) years of experience in the water treatment industry.

• Contractor must provide Safety Data Sheets (SDS) for all cleaning and restroom supply items and potentially hazardous materials.

• Contractor must not use products containing Toxic 17 chemicals, Extremely Hazardous Substances (EHS), Ozone Depleting Substances (ODS), or Persistent Bioaccumulative and Toxic (PBT) chemicals.

• Contractor employees must complete local HAZMAT and hazardous waste training.

• Government-furnished equipment includes conductivity controllers, pumps, chemical container barrels, and contamination pallets. Services like electricity, water, sewage, and refuse collection will be provided at no cost.
