This is a combined synopsis/solicitation for commercial products or services for the offloading, onloading, and top-off of hydraulic oil at Naval Base Point Loma (NBPL), San Diego, California. This announcement constitutes the only solicitation, and paper copies will not be issued.

• Offloading and Disposal: Removal of approximately 4,500 gallons of 2190-S and 500 gallons of 2075 TH hydraulic oil from a ship. Disposal must comply with Federal EPA and California State regulations. Reprocessed, reclaimed, or recycled oil is not acceptable.

• New Oil Delivery: Provision of 4,000 gallons of new 2190-S oil (per MIL-DTL-32353) and 500 gallons of new 2075 TH oil (per MIL-PRF-17672 E). The new oil must meet specific particulate contamination and water content limits.

• Onloading and Top-Off: Services for onloading new oil to the ship, including potential "final fill" and "top off" operations.

• Transport: Contractor must provide portable storage tanks, drums, or trucks for oil transport and supply necessary berms and containment barriers.

• Quality Control: Oil samples must be submitted for analysis by the PNSY chemistry laboratory to verify specifications. Contractor is responsible for removal of containers that do not pass analysis.

• Security: Personnel accessing the shipyard must be US citizens with appropriate identification. Vehicular access requires specific documentation and safety gear.

• Period of Performance: 9/29/2026 - 8/16/2026 (Exact dates for offload, onload, and final fill to be provided 10 days in advance).

• Definition of OPSEC: A process to protect sensitive information (Critical Information and Indicators - CII) from adversary exploitation.
• OPSEC Plan Requirement: Contractors may be required to submit an OPSEC Plan, signed by the Prime Contractor, prior to contract award. The need for an OPSEC Plan will be determined based on the type of work, environment, and circumstances.
• Contractor Responsibility: Contractors and subcontractors must avoid inadvertent disclosure of unclassified or classified information. This includes protecting CII from unauthorized disclosure and preventing its distribution to third parties or entities under Foreign Ownership, Control or Influence (FOCI).
• Prohibited Disclosures: U.S. Government CII cannot be publicized on company websites, newsletters, trade magazines, or social media. Transmission to personal email accounts is also prohibited.
• Consequences of Compromise: Disclosure or compromise of CII may lead to actions against the individual, contract termination, criminal prosecution, and civil penalties.
• Controlled Unclassified Information (CUI): Contractors must protect CUI and report any attempts by unauthorized parties to solicit or obtain it.
• Portable Electronic Device (PED) Policy: Details the control and use of PEDs, which have the capability to record, copy, store, or transmit data. Use of such devices requires coordination with the sponsor and adherence to Shipyard guidance.
• Critical Information and Indicator List (CIIL) & Countermeasures: Lists examples of CII (e.g., PII, operation schedules, equipment capabilities, critical infrastructure) and corresponding countermeasures (e.g., not posting sensitive information online, shredding sensitive documents, removing badges, reporting unauthorized disclosures).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide services for offloading, onloading, and topping off of hydraulic oil for Portsmouth Naval Shipyard (PNSY) at Naval Base Point Loma (NBPL), San Diego, California.

• Offloading, transport, and final disposal or reprocessing of existing 2190-S and 2075 TH hydraulic oil from ships.

• Provision of new petroleum-based 2190-S and 2075 TH hydraulic oil.

• Onloading of new hydraulic oil to ships.

• Performing "top off" operations after initial system fill and operation.

• Storage and disposal must comply with Federal EPA and State of California regulations.

• Reprocessed, reclaimed, or recycled oil is not acceptable for submarine use.

• New oil must meet specific MIL-DTL-32353 and MIL-PRF-17672 E specifications, including particulate contamination limits (SAE AS 4059 Rev. F, Table 1, Class 8 and 9 respectively).

• Allowable water contamination limit is 0.03 percent (300 ppm) maximum for all oils.

• Oil samples will be drawn and analyzed by the PNSY chemistry laboratory for verification.

• Spill containment measures are required.

• Location: Naval Base Point Loma (NBPL), San Diego, California.

• Period of Performance (POP) for offload, onload, and final fill phases are To Be Confirmed (TBC), with the overall contract period anticipated to begin TBC through TBC. The Onload phase commences approximately 3 months after the Offload phase completion.

• Contractor must provide necessary hoses, pumps, and filtration (3 micron or better).

• Contractor personnel must be US citizens and possess appropriate identification for shipyard access.

• Vehicles require specific identification and company branding.

• Personnel require personal safety gear for drydock access.

• Contractor is responsible for spill containment and removal of all equipment and containers.
