This is a Request for Quote (RFQ) for commercial items to procure Admission Fee Technician and Museum Monitor services for the Museum of the Plains Indian (MPI). The acquisition is a set-aside solely for Indian Small Business Economic Enterprise (ISBEE) and will result in a single Firm-Fixed-Price (FFP) Purchase Order (PO).

• Provide Admission Fee Technician and Museum Monitor services.

• Services are to be performed at the Museum of the Plains Indian, 19 Museum Loop, Browning, Montana 59417.

• Compliance with Service Contract Labor Standards (SCLS) is required, including completion of the verification form in Attachment 2.

• All products must comply with applicable accessibility standards at 36 CFR 1194 (Section 508).

• Contract Type: Firm-Fixed-Price (FFP) Purchase Order.

• Period of Performance: June 1, 2026 to September 30, 2026.

• NAICS Code: 561110 - Office Administrative Services.

• Size Standard: $12.5 million.

• Quotes are due no later than 5:00 PM Eastern Time (ET) on May 06, 2026.

• Submit quotes via email to Contracting Officer Megan Trostle (megan_trostle@ibc.doi.gov), with Contracting Specialist An Cohen (an_cohen@ibc.doi.gov) copied.

• Offers must be held firm for 60 calendar days.

• Evaluation will be based on Technical Capability, Price, and Past Performance.

• This RFQ is a set-aside solely for Indian Small Business Economic Enterprise (ISBEE).

• Attachments include: Statement of Work (SOW), SCA Verification, and Price Template.

• Payment requests must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).

This document is the "Service Contract Labor Standards Verification Form" (Attachment 2). It is required to ensure compliance with FAR 52.222-41, "Service Contract Labor Standards." Bidders must submit this form with their quotation.

• The form requires the bidder to indicate whether the Service Contract Labor Standards apply to their proposed labor categories.
• Options include:
  • Does Not Apply to any of the Labor Categories proposed.
  • Applies to some Labor Categories proposed.
  • Applies to some of the Labor Categories proposed; but Additional Classification is needed.
• It requires certification by an Authorized Contractor Representative, including signature, date, company name, DUNS #, full name, position title, phone, and email.
• Footnotes provide further guidance on wage determinations and the process for requesting additional classifications.

Bidders must complete and submit this form as part of their quotation to demonstrate compliance with labor standards requirements. Failure to do so may impact their proposal.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a Museum Monitor and an Admission Fee Technician for the Museum of the Plains Indian (MPI) in Browning, Montana, during the peak tourism season.

Museum Monitor (Monday - Friday, 8:00 AM - 5:00 PM, June 1 - September 30, 2026):

• Greet visitors and answer general questions.
• Monitor museum and grounds for safety and prohibited behaviors.
• Conduct hourly 30-minute walkthroughs of museum galleries and grounds.
• Assist with light housekeeping duties (cleaning exhibition cases, sweeping floors, emptying trash).
• Answer front desk phone calls and direct inquiries.
• Wear a contractor-provided identification badge and "Museum Monitor" vest.

Admission Fee Technician (Tuesday - Friday, 8:45 AM - 5:00 PM, June 1 - September 30, 2026):

• Collect admission fees using a Point of Sale (POS) system.
• Provide receipts to visitors.
• Answer general museum questions and handle phone calls.
• Perform basic secretarial duties (photocopier, scanner, facsimile, voicemail).
• Remain at the front desk during scheduled hours, except for restroom breaks.
• Wear a contractor-provided identification badge.

Note: The Monitor and Admission Fee Technician must be separate individuals. Cross-training is permitted, but requires sign-in/out to indicate position changes.

• Maintain a visible identification badge at all times.

• Ensure adequate coverage during operating hours.

• Adhere to specific daily and weekly accounting and reporting procedures for collected fees.

• Contractor must establish a separate bank account for admission fees.

• Period: June 1, 2026, through September 30, 2026.

• Place: Museum of the Plains Indian, 19 Museum Loop, Browning, Montana.

• Contractor must obtain necessary permits to conduct business on the Blackfeet Reservation.

• Contractor is responsible for employee salaries, payroll, and taxes.

• Contractor must provide equipment for credit/debit card payments.

• Government-provided POS cash register and supplies will be used.

• Background checks may be required for personnel handling funds.

• Contractor must submit monthly status reports and a public accountant's report upon contract completion.

• Start-up capital is required. Contractor invoices will be paid monthly in arrears.
