Submission & Evaluation
Quotes must be submitted electronically via the GSA eBuy Portal to WFL.Purchasing@dot.gov in PDF or approved fixed-layout electronic format, with an email size limit of 20MB. Offerors must complete and submit Standard Form 1449 and the Price Schedule (Attachment 0001). A Past Performance Questionnaire (Attachment 0002) template is provided for reference.
Evaluation factors include:
- Price: Valid, realistic, fair, reasonable, accurate, complete, and in relation to market rates.
- Technical Compliance: Adherence to all solicitation instructions and submission of all required items.
- Relevant Past Performance: Based on performance records (CPARS, FAPPIS, PPIRS, SAM) for contracts within the last three years.
Award will be made to the responsible Offeror with the lowest evaluated price that meets or exceeds the requirements for acceptability. The Government intends to award without discussions but reserves the right to enter discussions if necessary.
