Performance Work Statement (PWS)

To establish a contracted source for the recurring delivery of commercially packaged bagged ice to Marine Corps Recruit Depot (MCRD) San Diego. This is to ensure a reliable supply for training operations and to prevent heat-related illnesses.

• Provide bagged cube or crushed ice, packaged in commercially approved plastic bags, clearly labeled with manufacturer/distributor information.

• Deliver ice suitable for commercial distribution, transportation, handling, and storage.

• Deliveries to be made to the Duncan Hall Dining Facility, Building 620, MCRD San Diego, California.

• Provide one delivery receipt with each delivery, including contractor name, date/time, quantity, number of bags, remaining amount, copy of delivery schedule, and receiver signature.

• Ice will be stored in a Government-designated freezer at the delivery location.

• Contractor personnel must comply with installation access and delivery procedures.

• Deliveries to be made during normal operating hours (Monday-Friday, 0700-1700), unless otherwise coordinated.

• The TPOC will coordinate delivery schedules around Federal Holidays.

• Delivery location: Duncan Hall Dining Facility, Building 620, Marine Corps Recruit Depot San Diego, California.

• The document outlines an estimated weekly delivery schedule with specific quantities (in pounds) for various weeks, totaling approximately 30,200 pounds. Minimum weekly delivery is 520 pounds, maximum is 1,320 pounds.

• Contractor personnel must comply with all installation regulations.

• Personnel may require Defense Biometric Identification System (DBIDS) credentials or successor credentials.

• The Government reserves the right to restrict access for personnel posing a threat.

• No Government-furnished property will be provided, except access to the delivery location and acceptance signature.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) for the procurement of bagged ice for training events at the Marine Corps Recruit Depot (MCRD) Recruit Training Regiment. The procurement is for commercial items and will result in a Firm-Fixed Priced purchase order.

• Weekly delivery of bagged ice, up to 1600 Pounds (LBs) per delivery.

• Dates and estimated quantities of ice will be provided on a schedule at the beginning of performance.

• The primary product service code is 8960.

• The contract type will be Firm-Fixed Price.

• The period of performance includes a 12-month base period with four (4) additional 12-month option periods. An additional option to extend services up to 6 months is available per FAR 52.217-8.

• Quotations are due by May 6, 2026, at 12:00 PM PST and must be submitted via email to Quenton.Kersey@usmc.mil.

• Questions must be submitted via email no later than 4 days after issuance of the solicitation.

• Evaluation factors will include Technical Capability, Past Performance, and Price.

• Offers must be registered in the System for Award Management (SAM).

• A Technical Acceptability Plan demonstrating the ability to meet PWS specifications is required.

• This acquisition is set aside for Small Business.

• NAICS code: 312113 (Ice Cream and Frozen Dessert Manufacturing) with a size standard of 750 employees.

• The solicitation incorporates FAR clauses by reference and in full text, including those related to commercial products and services, limitations on subcontracting, and payment instructions via Wide Area WorkFlow (WAWF).
