F--ID BEAR LAKE NWR PRENFISH PESTICIDE

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) from the U.S. Fish and Wildlife Service (FWS) for the purchase of 110 gallons of Prenfish™ Rotenone (active ingredients: Rotenone - 5.00%, Cube Resins other than Rotenone - 5.00%) or an equivalent product. The purpose is to treat invasive fish in wetlands on the Bear Lake National Wildlife Refuge.

• Product: 110 gallons of Prenfish™ Rotenone or equivalent.

• Formulation: 5.00% Rotenone, 5.00% Cube Resins other than Rotenone.

• Packaging: Preferably 2.5-gallon jugs; 1-gallon jugs are also acceptable. Packaging must be designed for safe handling and storage.

• Production: Product must be from a 2026 production run to ensure at least one year of shelf life without clumping.

• Documentation: Must include Safety Data Sheets (SDS), usage instructions, EPA registration certificate, and certification of compliance with environmental and safety regulations.

• Delivery: On or before August 15th, 2026, to the Bear Lake NWR shop at 1806 North Outlet Canal Rd, Paris, ID 83261.

• Performance: Product must be delivered safely, free from defects and contamination, and comply with all relevant regulations. Transit must preserve efficacy.

• Regulatory Compliance: Must meet all applicable regulatory standards, including EPA registration and labeling requirements, and be suitable for aquatic environments.

• Delivery Date: On or before August 15, 2026.

• Destination: Bear Lake National Wildlife Refuge, 322 North 4th Street, Montpelier, ID 83254.

• Quotation Due Date: Close of business on May 12, 2026.

• Submission Instructions: Quotations must be furnished to the issuing office (FWS IT Goods, 5275 Leesburg Pike, Falls Church, VA 22041).

• Evaluation: If an equivalent product is offered, the bidder must supply the EPA registration number, product label, and SDS sheet for evaluation.

• The RFQ is not marked as a Small Business Set-Aside.

• The Refuge Manager holds an Idaho Professional Applicators License with an aquatic endorsement for restricted use pesticides.

• The document includes numerous FAR clauses incorporated by reference, covering various aspects such as whistleblower rights, cybersecurity, small business concerns, and service contract labor standards.
