Quick Summary
The Department of the Army's Installation Management Command-Europe (IMCOM-E) is initiating an on-ramping process to expand the vendor pool for its existing Custodial Multiple Award Task Order Contract (MATOC). This solicitation, Amendment 0001, is solely for new, interested vendors to provide custodial services across U.S. Army Garrisons (USAGs) in Germany and other European installations. Companies already part of the vendor pool should not submit proposals. Proposals are due by April 21, 2026, at 10:00 AM Central European Summer Time (CEST).
Purpose & Scope
IMCOM-E requires commercial custodial services for Army installations (temporary and permanent) throughout the European Theater, including USAG Rhineland-Pfalz, Wiesbaden, Stuttgart, Bavaria, Benelux (Belgium and Luxembourg), and the Black Sea region (Bulgaria and Romania). The services cover scheduled cleaning, as-ordered tasks, and limited minimal tasks, excluding specialized cleaning like biohazard or flood cleanup. The Performance Work Statement (PWS) provided is a sample, with specific tasks and frequencies to be detailed at the Task Order level.

Evaluation Criteria
Proposals will be evaluated in three steps: Acceptability, Likelihood to Offer Fair and Reasonable Pricing, and Responsibility. Key evaluation factors include:
- Experience (Factor 1)
- Supplier Performance Risk System (SPRS) (Factor 2)
- ISO Certifications (Factor 3) Price is not an evaluation factor for the initial MATOC award but will be considered for task order selection. Awards will be made to all qualified offerors based on qualification without initial price consideration.
Key Clarifications
This amendment is specifically for on-ramping new vendors into an established MATOC; separate bids for each site are not required for this stage. Detailed personnel requirements, logistics, and site visits will be specified at the Task Order level. Previous Q&A documents from October 2024 remain accurate.
