The services cover scheduled cleaning, as-ordered tasks, and limited minimal tasks, excluding specialized cleaning like biohazard or flood cleanup. The Performance Work Statement (PWS) provided is a sample, with specific tasks and frequencies to be detailed at the Task Order level.

Contract Details

  • Ordering Period: The original MATOC has a 120-month ordering period. This on-ramping will occur in Ordering Period 2.
  • Contract Value: The original MATOC has a minimum guaranteed amount of €500.00 and a maximum contract value of $220,000,000.00.

Submission Requirements

  • Deadline: April 21, 2026, 10:00 AM CEST.
  • Mandatory Inclusions: Offeror's CAGE Code Number.
  • Required Registrations: Offerors must be registered in the System for Award Management (SAM) and Wide Area Workflow (WAWF).
  • Forms: Complete FAR clause 52.212-3 (Offeror Representations and Certifications) or reference the electronic copy on SAM. Foreign entities may need to complete IRS Form W-14.
  • Experience: An Experience Questionnaire (Attachment 2) must be completed, demonstrating experience in multiple buildings, 2+ years, 2+ categories of services, and contracts valued at €100,000.00 annually.
  • Pricing Certification: Attachment 5, "Likelihood to Offer Fair and Reasonable Pricing Document," must be completed.
  • Questions: Must be submitted within 10 calendar days of the posting date of Amendment 0001 (March 19, 2026).

Evaluation Criteria

Proposals will be evaluated in three steps: Acceptability, Likelihood to Offer Fair and Reasonable Pricing, and Responsibility. Key evaluation factors include:

  • Supplier Performance Risk System (SPRS) (Factor 2)
  • ISO Certifications (Factor 3) Price is not an evaluation factor for the initial MATOC award but will be considered for task order selection. Awards will be made to all qualified offerors based on qualification without initial price consideration.
