This document is an Industry Day presentation for a Request for Proposal (RFP) concerning the construction of a 300-bed open-bay Collective Training Enlisted Barracks at the Devens Reserve Forces Training Area (RFTA) in Massachusetts. The project includes constructing the barracks (sleeping rooms, storage, team rooms, laundry, restrooms, showers), information systems, fire protection, alarm systems, energy monitoring, site development, utilities, lighting, paving, sidewalks, curbs, gutters, storm drainage, landscaping, signage, sustainability/energy measures, cybersecurity, and demolition of two adjacent buildings. The Army Reserve Center building is also part of the scope.

• Construction of a 300-bed open-bay Collective Training Enlisted Barracks.

• Construction of an Army Reserve Center Building (46,000 SF).

• Associated site development, utilities, and supporting infrastructure.

• Integration of information systems, fire protection, alarm systems, and energy monitoring.

• Implementation of sustainability, energy, and cybersecurity measures.

• Demolition of two existing buildings.

• Procurement Type: Design-Bid-Build (D-B-B).

• Procurement Method: Unrestricted (full and open).

• Evaluation Process: Single-Phase Source Selection Evaluation Board (SSEB) using a "Best Value Trade-off" process.

• Proposals must be submitted on time via the PIEE Solicitation Module.

• Offerors must register in advance for PIEE access.

• Evaluation criteria for Volume I include Past Performance (Prime Contractor, maximum 3 projects, focusing on relevancy, quality, and other sources like CPARS/FAPIIS), Technical Factors (e.g., Management Plan, Schedule Narrative).

• Evaluation criteria for Volume II include Pro Forma (& Price) Information (SF 1442, Joint Venture Agreements, Bonding/Financial Ability, Pre-Award Information).

• Technical Evaluation Factors (other than Price) are considered approximately equal to Price.

• Submit your best proposal the first time; discussions may not be opened if an initial proposal is awardable.

• Requests for Information (RFIs) must be submitted through the ProjNet system (www.ProjNet.org).

• The procurement is unrestricted.

• Small Business Participation Plan is a rated evaluation factor for all unrestricted procurements. Both large and small businesses must submit a plan based on total contract value, meeting a minimum total small business participation goal.

• Large Business offerors must submit an acceptable Small Business Subcontracting Plan prior to award, based on total subcontracted dollars.
