The requirement is for a SaaS platform to support Host Nation (HN) payroll and time & attendance services for approximately 4,000 HN employees across Italy, Bahrain, Romania, Saudi Arabia, Greece, and Spain. Key aspects include:
- Hosting Solution: Dedicated hardware infrastructure for the Government payroll office.
- Timekeeping & Attendance: Online SaaS portal for employee time entry and supervisor certification, mobile/web access, automated calculations (breaks, overtime, differentials), PTO/sick leave tracking with workflows, accommodation for various country pay periods, work shifts, and digital signatures.
- Payroll Management: Automated employee payment management, calculation of wages, deductions, and taxes compliant with labor laws, management of pre/post-tax deductions, tax filing support, direct deposit/check printing, support for various complex calculations (e.g., end-of-employment, pension), eBanking interface, and pay stub generation.
- Reporting & Analytics: Standard and custom reporting tools, audit trails.
- Compliance & Security: Adherence to HN government labor laws, ISO/IEC 27001 certification, pursuit of DISA FedRAMP+ authorization, US LAW Section 508 compliance, and flexibility for local nation labor laws.
