Purpose of Industry Day
This Special Notice serves as an invitation to an Industry Day to facilitate meaningful feedback on the draft Request for Proposals (RFPs) for the upcoming GEN VI PLS and RMAS IDIQ contracts. The Government has released draft RFPs for both mission areas, with the latest Q&A (June 15, 2026) providing clarifications on various aspects. This is for market research only; no proposals are being solicited at this time.
Future Contract Scope (GEN VI IDIQs)
The GEN VI IDIQ contracts will provide comprehensive human resource services.
- Personnel Lifecycle Support (PLS): Services cover the entire personnel life cycle, including development, recruitment, forecasting, placement, training, performance management, and family/dependent support. This includes support for DEERS/RAPIDS, ID Card, CAC, and PKI services.
- Recruiting Management Administrative Support (RMAS): Services include personnel management support, data analytics, program execution, administrative support, and technology integration for recruitment and retention programs. This includes support for Army National Guard (ARNG) and U.S. Army Reserve (USAR) accession missions.

- Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC).
- Period of Performance: Each IDIQ will have a 10-year period (one 5-year Base Period and one 5-year Option Period).

Labor rates at the Task Order level may be subject to FOIA. eCRAFT data definitions are not required at the IDIQ level but may be at the TO level. Small Business Subcontracting Plans are required for large businesses, and small business offerors need a Small Business Participation Past Performance.
