Opportunity Details

This project involves the rehabilitation and replacement of canal walls and bridges. The scope includes repairing/replacing lava rock canal walls (approximately 24 feet wide, 8 feet deep, and less than a mile long), four vehicle bridges, and two pedestrian bridges. Work may encompass mortar repointing, concrete walls, geotextiles, drainage culverts, irrigation systems, fencing, road reconstruction, and demolition.

Technical experience sought includes reinforced concrete roadway bridges (24-50 ft span, designed to Idaho Transportation Department's LRFD Bridge Design Manual), pedestrian bridges (24-50 ft span, designed to AASHTO's LRFD Guide Specifications), concrete retaining walls (up to 9 ft height), and personnel with an Idaho-registered Civil or Structural Professional Engineer license.

Logistical planning, as detailed in the G-101 document, includes a primary disposal site (3.05 acres), various haul routes, and designated staging areas (Community Garden 0.25 acres, East Staging 0.57 acres) with specific usage restrictions and restoration requirements.

Industry Day & Participation

Virtual one-on-one sessions will be one hour per company, limited to five representatives. Marketing/capability briefings are not authorized.   • Company name, CAGE Code, and Unique Entity Identifier.
  • Attendee names, contact numbers, and emails.
  • Intent to request a one-on-one session.
  • List of current/past projects demonstrating technical experience relevant to the scope, including narrative, company role, dollar value, completion date, and special qualifications/certifications.
  • Reference list for submitted projects.
  • Statement of business size (e.g., HUBZone, SDVOSB, 8(a), SDB, WOSB).
  • Statement of intent to submit an offer when advertised.
  • Statement of bonding capacity.

Advance questions can be submitted to the same email addresses by June 11, 2026. Proprietary questions should be clearly marked.

Additional Information

The USACE is also conducting market research via a Project Labor Agreement (PLA) Survey. Industry feedback is requested on local PLA usage, skilled labor shortages, time-sensitive scheduling, and the anticipated cost impacts of a PLA requirement. This input will inform the government's decision on whether to seek a PLA waiver for the project. The government is also seeking feedback on preferred acquisition strategies (Sealed Bid, LPTA, or Best Value Trade Off).
