Purpose
This RFI is for market research and planning purposes only, not a solicitation for award. The Portfolio Acquisition Executive (PAE) LP & CBRND aims to engage industry to observe a training rotation, specifically a Defend/Attack Scenario, to identify operational gaps and gather insights on emerging technologies. The government seeks to ensure forces are equipped with advanced tools for safe, efficient, and effective operations.
Desired Capabilities
The Army is interested in solutions across four key areas:
- Avoid Being Seen: Advanced multi-spectral concealment and obscuration systems for vehicles, equipment, and soldiers.
- Avoid Being Understood: Tactical technical effects (physical/virtual) and signature manipulation tools to create false operational pictures.
- Avoid Being Hit: Platform-agnostic, AI-enabled solutions for Unit-Level Counter-UAS, resilient C2 & decision support, and long-range disruption.
- Survive If Hit: Enhanced integrated protection systems, autonomous/robotic engineer systems for survivability, and improved individual soldier protection.
Common Technology Characteristics
Solutions should adhere to:
- Modular Open Systems Approach (MOSA) for upgrades and interoperability.
- Platform-Agnostic design with common interfaces.
- AI and Autonomy-Enabled to reduce cognitive load and accelerate decision cycles.
- Optimized for Size, Weight, Power, and Cost (SWaP-C).
- Scalable for mass production, ease of training, and usability.
Event Details & Participation
The Industry Day will allow vendors to observe current operations, identify capability gaps, and provide feedback on existing or emerging technologies. Participation is limited to approximately 50 individuals, with a maximum of two participants per company.
Submission Requirements
Within 30 days following the event, vendors are required to submit documentation (white papers) detailing proposed solutions. These submissions must address:
- Problem-Solution Fit
- Integration Plan
- Key Attributes (reliability, speed, ease of use)
- Maturity and Scalability (referencing DoD TRLs)
