Quick Summary

The National Oceanic and Atmospheric Administration (NOAA), in support of the United States Coast Guard (USCG), is hosting an Industry Day for the USCGC STORIS Homeport Recapitalization Project in Juneau, Alaska. This Design-Build project aims to modernize waterfront infrastructure to support the USCGC STORIS and visiting cutters. The anticipated construction magnitude is $125M-$200M, with a contract award projected for FY26 Q4. The Industry Day, including a site walk, is scheduled for June 3, 2026, with an RSVP deadline of May 27, 2026.

Purpose of Industry Day

This event is designed to provide industry partners with:

  • A high-level overview of the project scope and objectives.
  • Insights into key technical challenges and execution considerations.
  • Information on site conditions and operational constraints.
  • Market awareness in advance of the formal solicitation.
  • A site walk of USCG Station Juneau waterfront facilities to aid planning for constructability and execution.

Project Overview & Scope

The Government plans a Design-Build (DB) project to recapitalize and modernize the waterfront infrastructure at USCG Station Juneau. The goal is to deliver a resilient, mission-ready waterfront facility capable of supporting Coast Guard operations in the Arctic and Alaska region. The high-level scope includes:

  • Demolition of aging waterfront wharf and support facilities.
  • Construction of a new wharf to support at least one cutter berth.
  • Construction of a new floating pier system supporting multiple cutter berths.
  • Fender systems, mooring infrastructure, shore power, and electrical upgrades.
  • Potable water, sewer, fire protection, communications, and backup power systems.
  • Civil/site improvements. Optional work may include MWD building renovations, a covered floating small boat facility, additional building renovations, and dredging.

Key Technical Challenges

Significant technical and logistical challenges include:

  • Extreme tidal variation (>25 feet).
  • 100 MPH localized Taku wind events.
  • High seismic design requirements.
  • Cold-region construction and corrosion exposure.
  • Heavy cutter berthing and mooring loads.
  • Maintaining continuous USCG operations during construction on an active, 24/7 installation.
  • Requirements for temporary utilities, access, and mooring systems.
  • Marine logistics, seasonal work windows, and environmental permitting.

Contract & Timeline

  • Contract Type: Design-Build (DB) Firm Fixed Price (anticipated).
  • Estimated Magnitude: $125M-$200M.
  • Projected Award: FY26 Q4.
  • Industry Day Date: June 3, 2026.
