Scope of Work
INL Bogota's Anti-Money Laundering (AML) program seeks to procure financial investigative tools, blockchain tracing, link analysis, and digital forensic software. The requirement includes:
- 31 Chainalysis Reactor Gold named user licenses (one-year term).
- 550 hours of dedicated investigative case support by a certified professional investigator (one-year term).
- Virtual training courses in Spanish for 10 students each, covering Chainalysis Cryptocurrency Fundamentals Certification (CCFC), Chainalysis Reactor Certification (CRC), and Chainalysis Asset Seizure Certification (CASC).
- The contract includes two option years for similar licenses, investigative support, and training.
- Delivery of licenses and credentials is required within 45 days of award, with initial training within 60 days of installation and remaining training within 6 months. Faster delivery is preferred.

- Evaluation: Award will be made to the lowest priced, technically acceptable responsible offeror. Evaluation factors include technical acceptability, past performance (two relevant contracts from the last five years), price, delivery time, and technical specifications. The Government intends to make an award based on the initial proposal without discussions.
- Special Conditions: All goods and services must be provided tax-exempt, with the U.S. Government assisting in obtaining customs clearance and tax exemption certificates. Final inspection and acceptance will be performed by the U.S. government in Colombia.
