Scope of Work
This solicitation, 191NLE26Q0079, requires the provision of:
- Seven (7) Handheld X-Ray Imagers with specific technical features, including an Infinity detector, 7" FHD display, Android 9, WIFI, Bluetooth, 140 keV 10W X-ray Tube, and a 2-year warranty.
- Two (2) Modular Transmission Panels (MTP+1417i, 14x17) with weatherproof carrying cases, batteries, chargers, and mounting accessories.
- Sixteen (16) hours of training for forty (40) students on the operation of the X-ray imagers. Training must be delivered in Spanish by OEM certified instructors at a Colombian Army installation within 20 calendar days of equipment arrival.
- Shipping of all items to either an INL warehouse in Colombia (for local vendors) or the INL Freight Forwarder in Miami, FL (for US vendors).
Technical Specifications & Clarifications
Key technical requirements for the imagers include a minimum 80-degree Field of View (FOV) for backscatter imaging, at least 300 mm scan coverage, 12 mm backscatter steel penetration, and a minimum image resolution of 800 pixels per frame. The system must also be capable of real-time lead (Pb) identification with visual alerts. While 140 kV X-ray source energy is acceptable, 160 kV is preferred if available. AI-assisted capabilities are not mandatory but should be included in technical specifications. Equipment must meet current market technology standards.

Evaluation & Submission
Award will be based on the lowest price, technically acceptable (LPTA) quote. The Government intends to make an award based on initial proposals without discussions and may use outside contractors for evaluation. Offerors must provide company details, UEI, CAGE Code, nature of participation, and SDVOSB certification (if applicable). Quotes must include unit cost, quantity, total for each item, shipping cost, delivery ARO, sufficient technical detail, and be valid for a minimum of 30 days. Bidders must demonstrate experience in at least three (3) similar contracts valued over USD $50,000 each.
Special Requirements
All items must have a minimum 12-month warranty from acceptance or standard commercial warranty, whichever is longer. The contractor must comply with the Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR). The U.S. Government will assist with customs clearance and tax exemption in Colombia.
