Technical Specifications
The requirement is for new, non-reloaded ammunition in original packaging, procured via manufacturer-approved distribution channels. Sellers must document their ability to provide items through manufacturer-approved distribution channels upon request. Specific quantities include:
- 9mm Frangible Ammunition: 1,200,000 rounds
- 7.62 Short Range Training Ammo (SRTA): 50,000 rounds (specific DODIC required)
- 5.56mm Frangible Ammunition: 1,200,000 rounds
Delivery & Logistics
Ammunition must be delivered to either the INL warehouse in Colombia or the INL Freight Forwarder in Miami, FL. Offerors should base pricing on delivery to the Miami freight forwarder. Strict packaging and labeling requirements apply for hazardous materials (UN/DOT, Class 1 explosives), including specific Packing Instructions and UN numbers. The contractor is responsible for proper packing, consolidation, and replacing lost/damaged items. Partial shipments are generally not allowed unless approved in writing, and if a full shipment cannot be met by July, partial shipments must be at least 50% of the order. The contractor is responsible for all export licenses and compliance with AECA and ITAR; INL will assist with signing necessary documents. The U.S. Government will assist with customs clearance and tax exemptions in Colombia.
Contract Details
This is a Firm-Fixed Price (FFP), single-award contract. The period of performance is no more than 120 days from the award date (anticipated April 3, 2026 - July 31, 2026). All products must be 100% new, in original packaging, covered by a manufacturer's warranty, and procured from eligible countries under the Trade Agreements Act (TAA). The contractor must be registered in SAM.gov.
Evaluation & Submission
Proposals will be evaluated as Lowest Price Technically Acceptable (LPTA), considering technical specifications, delivery time, price, and past performance. Offerors must provide shipment dates for each line item and sufficient technical details for acceptance.
