Scope of Work

Minimum Qualifications
Applicants must be U.S. citizens able to obtain Secret (potentially Top Secret) security clearance, hold a Bachelor’s degree, and possess:
- 10+ years of professional experience in U.S. foreign assistance, international law enforcement, or security cooperation addressing transnational crime.
- 3+ years leading complex international program development and execution.
- 3+ years designing/managing international security/law enforcement programs advancing U.S. policy.
- 5+ years advancing law enforcement cooperation among foreign governments and U.S. stakeholders on organized crime/illicit trafficking.
Evaluation Factors (70 points total)
Evaluation will be based on:
- Criminal Justice Experience (15 pts): Law enforcement, transnational organized crime, financial crime, justice sector, counternarcotics (foreign assistance program management preferred).
- Program Management (25 pts): Designing, managing, monitoring, evaluating complex programs, especially in foreign assistance (U.S. government procurement/budget cycle knowledge preferred).
- Program Coordination (20 pts): Working with multi-cultural teams, liaising with host nation officials, USG agencies, and international community; report writing.
- Overseas Experience (10 pts): Working effectively in The Bahamas or similar overseas environments. Interviews account for 30 points, and professional reference checks are pass/fail.
