Quick Summary

The U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is soliciting proposals for a Tactical Operations in Urban Terrain Training Program in Port-au-Prince, Haiti. This program aims to enhance the capacity of the Haitian National Police (HNP) to address urban violence and re-establish state security. This is a Total Small Business Set-Aside opportunity. Proposals are due June 10, 2026.

Scope of Work

The selected vendor will deliver a comprehensive six-week Tactical Operations in Urban Terrain training program, integrated into the HNP recruit curriculum. This training will be provided to three consecutive recruit courses (Courses 37, 38, and 39), each comprising approximately 1,200 recruits. Key training modules include Weapons Handling, Squad-Level Formations, Urban Patrolling, Cordon Operations, Room Clearance, Vehicle Checkpoints, and Pistol/Rifle Training and Qualification.

The vendor's responsibilities also include conducting pre- and post-training assessments, weekly evaluations, and weapons qualification testing. Close coordination with HNP leadership and INL representatives through weekly planning and monthly stakeholder meetings is required. The program emphasizes maintaining comprehensive safety protocols, providing After Action Reviews, and incorporating human rights awareness, Rules of Engagement, and International Humanitarian Law principles throughout all training delivery. Final project completion documentation, including training effectiveness analysis, is also a key deliverable.
