The Government is conducting market research to gather information from manufacturers, suppliers, and integrators with demonstrated capabilities in the following key areas:
- Riot Control Equipment & Crowd Control Munitions (CCM): Including less-lethal and non-lethal systems, product categories, technical specifications, certifications, shelf life, ROM unit costs, and compliance with U.S. policy on use of force and human rights standards.
- Rapid Deployment Capability: Ability to deliver equipment in-country within 24–72 hours, surge capacity, pre-positioned inventory, and comprehensive logistics infrastructure (warehousing, air freight, customs, last-mile delivery).
- Regional Expertise & Compliance: Established in-country relationships in the Western Hemisphere, familiarity with host-nation regulations, U.S. security assistance authorities, and human rights/Leahy Law vetting processes.
- Export Control Compliance: Experience with ITAR/EAR regulations.
- Innovation & Creative Solutions: Emerging technologies for civil unrest response, recommended contracting models for rapid procurement, and COTS solutions.
