Inspection and Service of Motor Operated Valves onboard a T-AKE Vessel - Sole Source to OEM Valve Automation and Control

This solicitation is for the inspection and service of Motor Operated Valves within critical systems onboard the USNS ALAN SHEPARD (T-AKE 3). The acquisition is a sole source requirement to the Original Equipment Manufacturer (OEM), VALVE AUTOMATION AND CONTROL OF SAN DIEGO, as they are the only authorized source to perform the work due to the critical safety item nature of the components and the OEM's design and assembly role.

• Material, Labor, and Travel in accordance with the Performance Work Statement.

• Reports for Tracking Purposes Only.

• The Government anticipates awarding a firm-fixed-price Supply-type Purchase Order.

• Period of Performance: 08 June 2026 to 29 June 2026.

• Offer Due Date/Local Time: 13 May 2026, 09:00 AM.

• Questions deadline: One (1) day prior to the solicitation closing date.

• Quotes shall be submitted to the Contracting Official and Contracting Point of Contacts (POCs) identified in SAM.gov.

• Evaluation factors (no relative order of importance): Technical (including delivery date), Past Performance, and Price.

• The Government reserves the right to make a single award for all items.

• This acquisition is UNRESTRICTED.

• Offerors must be registered with System Award for Management (SAM).

• The solicitation includes numerous FAR and DFARS clauses incorporated by reference and in full text.

• Invoices and receiving reports must be submitted via Wide Area WorkFlow (WAWF).

• Vendors requesting base access must register via DBIDS as soon as possible after award.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the requirements for the inspection, "excursing" (operation), and testing of valve actuators on a vessel.

• Valve Actuator Exercise: Perform operational tests on all actuators, both locally and remotely.

• Valve Identification: The work involves specific Motor Operated Valves (MOVs) identified as "Butterfly" type, valves with reach rods, and valves with Pneumatic Actuators.

• Inspection & Testing: Includes inspection of valve stems and keys, and verification of actuator operation (open/closed) against valve status.

• Repair & Material Correction: Use provided materials (per Reference 2.3) to correct discrepancies identified during inspection and testing. The Original Equipment Manufacturer (OEM) is to assist with repairs.

• Reach Rod Maintenance: Exercise and free up valve reach rods, grease joints and gear boxes, and replace missing or deteriorated pins (assume 24 pins require renewal).

• Reporting: Submit a written "Plan of the Day" (POD) daily, detailing valves to be worked on. Submit condition reports for any deficiencies found, including recommended repairs and parts. A final detailed condition report is also required.

• The ship will be available for this work. Specific dates and locations are redacted but will be provided.

• Government Furnished Equipment (GFE): The government will provide twenty-six (26) valves with actuators.

• Safety: Strict adherence to safety protocols is required, especially concerning High Voltage (HV) areas. All electrical cables must be assumed hot until tested otherwise.

• Coordination: Coordination with the Chief Engineer, Port Engineer, and OEM is required for various tasks, including operational tests and inspections.

• Reporting: Reports must be submitted electronically in PDF format.

• Compliance: Contractors must consult the General Technical Requirements (GTR) and review other work items under the contract for applicability and definitions.
