Statement of Work (SOW)

This Statement of Work outlines the requirements for installing a Government Furnished 200 kW generator with an automatic transfer switch at the National Clonal Germplasm Repository in Riverside, CA.

• Existing Generator Removal: Drain tank and dispose of the current backup generator.

• Concrete Pad Construction: Remove existing pad, excavate, and construct a new 6" concrete pad (64" x 204") 1" above ground level. This includes coordination, staking, 6" compacted crushed rock base, #4 reinforcement, 3,500 psi concrete with 4-7% entrained air, expansion joint, and broom finish. New asphalt will be installed to match existing.

• New Generator Installation: Install a Government Furnished Cummins C200D6D generator on the new concrete pad, anchored per manufacturer's recommendations. Provide a full fuel tank.

• Automatic Transfer Switch (ATS) Installation: Remove the existing ATS and install a new Government Furnished Cummins OTECSE800 ATS, connecting it to the existing panel. The ATS will be located in a covered area approximately 50 ft from the generator.

• Trenching and Wiring: Provide and install all necessary trenching, wiring, and conduit to connect the generator, ATS, and existing panel, including bedding and compacted backfill.

• Remote Emergency Stop: Install a Government Furnished remote emergency stop switch.

• Permitting: Acquire all necessary state and local permits (e.g., electrical, SCAQMD), file paperwork, and coordinate with permit agencies.

• All construction must comply with applicable federal, state, and local codes, industry standards (IBC, NEC, NSPC, NFPA, EPA, ASTM, GSA, AASHTO), and health and safety codes.

• Work will be inspected by the University of California Riverside Capital Projects Team.

• Coordinate and provide manufacturer's representative for startup, commissioning, and a 4-hour load bank test.

• Coordinate and provide manufacturer's representative for training on operations and maintenance.

• Location: USDA ARS National Clonal Germplasm Repository, 1060 Martin Luther King Blvd., Riverside, CA 92546.

• Access: Site access is Monday through Friday, 8:00 am to 4:00 pm, excluding federal holidays.

• Project Schedule: Automatic transfer switch scheduled for July 2025. Generator delivery is TBD.

• Government Furnished Equipment: Generator, ATS, and remote emergency stop switch will be provided by the Government.

• Contractor Responsibilities: Includes quality control, protection of work and property, safety, and legal disposal of removed materials.

• Submittals: Manufacturer's descriptive literature/shop drawings for all materials are required.

• Warranty: A one-year warranty for workmanship is required.

• Final Payment: Requires minimum one-year warranty on work, release of liens, and final invoice.

• Site access is restricted to 8:00 am to 4:00 pm, Monday through Friday, excluding federal holidays.

• Contractor staff must sign in and out daily.

• Do not disturb hazardous materials; report any uncovered hazardous conditions immediately.

• Submittals required include manufacturer's descriptive literature/shop drawings, annotated to show conformance with contract requirements.

• Quality control is the exclusive responsibility of the Contractor, who must retain and pay for an independent inspector or testing laboratory for required tests.

• Contractor is responsible for protecting work, site, and existing property; any damage must be repaired at the Contractor's expense.

• Contractor is responsible for verifying underground utilities and any damage caused.

• Temporary utilities (water and electricity) may be furnished by the Government.

• A minimum of fourteen calendar days' notice is required for any utility shutdowns.

• Standard one-year warranty for workmanship is required.

• Final payment requires submission of warranty, release of liens, and final invoice.
