Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) defines the requirements for the design and installation of a fall protection system at Edwards AFB, CA, specifically for Ramp 10 and Hangar 1830.

• Ramp 10 UK Sunshade Fall Protection System: Installation of a portable and hard-mounted fall protection system compatible with the existing Big Top Manufactured sun shelter. This includes Single Point Anchors (SPAs) and Self Retracting Lifelines (SRLs) covering the upper working surface of a UK F-35B. The system must provide a vertical height clearance of over 15ft and be rated for a maximum user weight of 300lbs.

• Hangar 1830 Portable Fall Protection System: Construction and delivery of a portable, freestanding system for the UK portion of Hangar 1830. It must be movable by hand, have brakes, be easily assembled/disassembled, have a minimum span of 20ft, provide over 15ft vertical clearance, and support 4 users via SRLs rated for 300lbs+.

• Training: Provide in-person training on the safe application, use, and fall rescue for both systems, including train-the-trainer sessions for assembly/disassembly.

• Onsite Preparation: Includes site preparation, safety barricades, site clean-up, and demobilization.

• Adherence to UFC 3-301-01, UFC 3-310-04, MIL STD 3007, FAA specifications, Military Specifications, Unified Facilities Criteria (UFC), Air Force Instructions (AFI), and Edwards AFB Standards.

• Contractor shall provide drawings, warranty information, material samples, product data, color charts, and a proposed work schedule for Government review and approval prior to work commencement.

• Flightline Operations: Contract personnel must be escorted by 461st FLTS F-35 Site Support personnel while on the flightline and adhere to all flightline rules and regulations. Prevention of Foreign Object Debris (FOD) is critical.

• Security: Contractor employees are subject to background checks and must comply with base access procedures (Edwards AFB Form 496, DBIDS Card). Compliance with Force Protection Condition (FPCON) and Health Protection Condition (HPCON) measures is required. Antiterrorism (AT) Level I training and Operations Security (OPSEC) training are mandatory for personnel requiring base access.

• Environmental: Compliance with all applicable environmental laws and regulations, including spill reporting and cleanup. A strict recycling, trash, and litter control program is required.
