• Page Numbering: Section 2.0's requirement for page numbering refers to volume, paragraph, and page numbers used within the proposal, not the actual page numbering of the proposal document itself.
• File Naming Conventions: The government will remove the specific file naming convention from Table G-1 in this amendment.
• SCA Codes: The Diesel Engine Specialist has an SCA code of 23530.
• Attachment L-8: A corrected attachment L-8 reflecting Volume 5 information is included in this amendment.
• Due Date Extension: The solicitation closing date has been extended to January 5, 2026, at 12 PM PST. A later clarification states the closing date is January 6, 2026, at 3 PM PST.
• Past Performance: Subcontractor past performance is allowed. Attachment L-5 can be used if Attachment L-4 is not applicable.
• Key Personnel: Only the Program Manager is considered Key Personnel. Resumes and Letters of Intent are only required for the Program Manager.
• Past Performance Citations: A maximum of five (5) citations are allowed for each principal entity.
• Interim Secret Clearance: An interim secret clearance is adequate at the start of work.
• Location Clarification: SOW Attachment 1, Section J, is clarified as Section C.

Several sections and attachments have been modified. The proposal due date has been extended. File naming conventions have been removed. Clarifications have been provided regarding personnel qualifications, past performance documentation, and proposal formatting.

This document, "CA-1 Business Systems Status," is an Excel spreadsheet intended to capture the status of various business systems required by the government. • Business System: Lists critical systems including Accounting System, Estimating System, Purchasing System, Earned Value Management System, and Property Management System.

• Status: A field for bidders to indicate the current status of each system.

Bidders must review this document to understand the required business systems and their associated FAR/DFARS compliance standards. This is particularly critical for the Accounting System, which is a mandatory condition for award in certain contract types.

Amendment / Modification

• Past Performance: Subcontractor past performance is allowed. If Attachment L-4 (CPARS Update Questionnaire) is not applicable, Attachment L-5 (Past Performance Information Form) can be used.

• Table of Contents Updates: The "Kern County Wage Determination 2015-5603" attachment now lists 14 pages instead of being unspecified. The page count for Attachment L-8 has been updated to 1.

• Section L (Instructions, Conditions, and Notices to Bidders) - Numerous clarifications and modifications.

• Section J (List of Documents, Exhibits and Other Attachments) - Table of Contents updated.

• The proposal due date has been extended to January 5, 2026, at 12 PM PST.

• Vendors should ensure they are using the corrected Attachment L-8.
