Statement of Work (SOW) / Performance Work Statement (PWS)

To install a complete, turnkey HVAC system, along with associated utility infrastructure and building modifications, to support humidity-controlled requirements of building 1678 at the 136th Airlift Wing, Naval Air Station Joint Reserve Base, Fort Worth, TX.

• Furnish all labor, parts, tools, equipment, and services for a complete HVAC installation.

• Perform utility infrastructure updates, facility modifications, and associated mechanical, electrical, and structural work.

• Specific tasks include:

  • Air sealing and insulating existing air vent louvers.
  • Replacing six (6) existing 12'x12' overhead doors with insulated doors.
  • Replacing two (2) exterior personnel doors.
  • Completing associated carpentry, sealing, and finishing work.
  • Installing a Carrier brand package HVAC unit.
  • Sizing and installing ductwork.
  • Integrating the HVAC unit into the existing Niagara system.
  • Performing necessary mechanical, plumbing, and electrical modifications.

• The HVAC system must provide adequate cooling, heating, and humidity control.

• Design criteria include winter indoor temperature of 68°F, summer indoor temperature of 80°F, and relative humidity of 40% to 60%.

• Work must comply with applicable international, federal, state, and local building codes, UFCs, UFGSs, and ASHRAE standards.

• Place of Performance: 136th Airlift Wing, Naval Air Station Fort Worth Joint Reserve Base, Texas.

• Period of Performance: 90 calendar days after receipt of contract award and Notice to Proceed.

• Contractor must conduct a site visit prior to offer submission.

• Contractor must field verify all existing conditions.

• Safety compliance with OSHA, EM 385-1-1, and state requirements is mandatory.

• Housekeeping: Maintain a clean job site; remove debris daily.

• Security: Contractor is responsible for obtaining and maintaining all necessary base access for personnel.

• Disposal: Manage waste and debris according to environmental regulations.

• Deliverables include proof of insurance, electronic submittals, meeting minutes, as-built drawings, system manuals, and a one-year warranty.

• Government will provide electrical power and water at designated connection points.
