The government intends to award this contract to Executive Information Systems, LLC.
Scope of Work
This acquisition is for the provision of SAS software licenses essential for the continued functioning of the PSC FMP Debt Collection system. The licenses are critical to avoid a complete rewrite of the existing code base.

Rationale for Sole Source
The government has determined that Executive Information Systems, LLC is the only known vendor capable of providing the necessary SAS software licenses without requiring a complete rewrite of the DMCS legacy application. This determination is based on market research and proprietary data/licensing rights, citing FAR 13.106-1(b)(1) and GSAM/R 538.7104-3(b)(1)(ii). Additionally, EIS LLC's licensing costs are reported to be below standard price list rates and align with government needs.
Submission & Response
This is NOT a request for competitive proposals. However, interested parties who believe they can meet the requirement may submit a capability statement, proposal, or quotation. Responses must include unit price, list price, shipping/handling, delivery period, prompt payment discount terms, F.O.B. Point, SAM.gov UEI, TIN, and business size certification. An active SAM.gov registration is required.
Responses must be submitted electronically to Brad.Arensdorf@hhs.gov. U.S. Mail and fax responses will not be accepted. The government reserves the right to decide whether to proceed on a non-competitive basis or conduct a competitive procurement based on information received.
