Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Quick Summary
The Department of Veterans Affairs (VA), specifically the Veterans Health Administration (VHA), has issued a Request for Information (RFI) for Interoperability and Interface Modernization. This RFI seeks industry input for planning, acquisition strategy, and technical design to transition from fragmented, facility-specific interfaces to a streamlined, standards-based, vendor-neutral interoperability framework. Responses are due by June 22, 2026.
Purpose & Scope
The VHA aims to modernize its enterprise interoperability and interface architecture, moving towards reusable, standards-based integration models (e.g., FHIR, HL7, X12, NCPDP) and shared platforms, while sustaining dual-EHR operations. The RFI requests conceptual, architectural, and methodological recommendations, not procurement-ready technical solutions.
Key Areas for Input
Respondents should provide input on:
- Enterprise Interface Cataloging and Assessment: Methodologies for inventorying and assessing interfaces.
- Architecture Modernization: Strategies for transitioning to standards-based integration models.
- Standards and Data Exchange Models: Recommendations for harmonizing national interoperability standards.
- Continuous Conformance and Validation: Methods for monitoring data quality and semantics.
- Cybersecurity: Security-by-design approaches for legacy and modern environments.
- Cost Modeling and Total Cost of Ownership (TCO): Frameworks for comparing proprietary vs. standards-based solutions.
- Governance and Organizational Alignment: Models for balancing national standardization with local needs.
- Real-Time Data & AI Readiness: Approaches for low-latency, standards-based data for AI and analytics.
- Industry Lessons Learned: Best practices from other large health systems.
Contract & Timeline
This is an RFI for planning purposes only and does not constitute a solicitation or commitment to award a contract. The Government does not intend to pay for information provided. Work is expected to begin in FY27, with an anticipated Period of Performance of one base year plus four option years.
Submission Details
Responses are due no later than June 22, 2026, at 12:00 PM Eastern Time. Submissions must be emailed to William.Milline@va.gov and Cristine.Carmody@va.gov with the subject line: "Request for Information- VHA Interoperability and Interface Modernization". Respondents should address specific questions outlined in the RFI, focusing on capabilities and recommendations.
Eligibility & Set-Aside
All socioeconomic categories are encouraged to respond. The NAICS code for this requirement is 541512 (Computer Systems Design Services). Respondents should confirm their company’s Socio-Economic Category and Unique Entity Identifier (UEI). Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses should submit proof of certification. If an existing contracting vehicle (e.g., GSA Schedule, NASA SEWP) can fulfill this need, provide relevant details.
