Invasive Plant Roadside Treatments for Grand Teton

Statement of Work (SOW) / Performance Work Statement (PWS)

To control targeted noxious weeds within Grand Teton National Park and the John D. Rockefeller Memorial Parkway through ground-based survey and herbicide application.

• Roadside Spot Treatments – Motorized: Survey and treatment within 25-50 feet of paved, graded, gravel, and dirt roads using handheld sprayers or UTVs. ATVs are not permitted. Estimated minimum of 300 acres per year, with a Base Year award estimated at approximately 1,000 acres.

• General Tasks: Surveying assigned acreages for noxious weeds, mixing and applying specified herbicides, completing daily treatment records, and collecting electronic data (including GPS tracks).

• Contract Type: Performance-based, Indefinite Delivery Indefinite Quantity (IDIQ) with multiple awards, including a Base Year and two Option Years.

• At least 90% of treated weeds (per species and acreage claimed) must show signs of herbicide treatment.

• Daily treatment records and electronic data must be submitted within 14 days of completing on-site treatment.

• Quality Control Plan required within 30 days of award; daily self-inspections required once work commences.

• Period of Performance: Base Year (June 1, 2026 – May 31, 2027) and two 12-month Option Years (June 1, 2027 – May 31, 2029).

• Place of Performance: All National Park Service lands within Grand Teton National Park and/or the John D. Rockefeller Memorial Parkway.

• Work Schedule: Daylight hours, Monday through Friday. Weekend/holiday work requires pre-approval.

• Personnel: Must be experienced in noxious weed management, plant identification, and herbicide application. Applicators must hold a current Wyoming Commercial Pesticide Applicators License. Site Manager requires this license and two years of experience.

• Equipment: Must be weed-free upon mobilization. UTVs require specific safety features (flashing lights, high-visibility markings).

• Safety: Adherence to herbicide label recommendations, MSDS, and work zone/traffic control standards (MUTCD) is mandatory. Spill containment and cleanup materials must be readily available.

• Compliance: All applications must comply with Federal, State, and local regulations, as well as product manufacturer recommendations and labeling.

• Data Collection: GPS tracks and points must be recorded and submitted in NAD 83 coordinate system.

• Minimum/Maximum Contract Amounts: Minimum order of $2,500.00; maximum of $499,000.00 collectively over the contract life.
