Scope of Work
The primary objective is to eliminate long-term environmental degradation and protect native habitats on Wassaw Island by treating invasive species. The contractor will be responsible for:
- Treating a minimum of 300 acres for Chinese tallow and 3 acres for Phragmites.
- Applying herbicides (Clearcast or AquaNeat) using backpack sprayers for seedlings and advanced regeneration.
- Utilizing hack-n-squirt application equipment and Garlon 4 herbicide for sapling Chinese tallow trees.
- Focusing treatment within mixed maritime forest and inter-dunal swale habitats. Performance standards require 99.9% removal of all Chinese tallow stems and Phragmites. The government will provide herbicides, adjuvants, water, and boat/UTV transportation to and on the island. The contractor must provide all labor, equipment, reports, maps, project photos, and Personal Protective Equipment (PPE).

Evaluation & Submission

Offerors must submit required documents, including SF1449, an Addendum to 52.212-1, Performance Work Statement (Attachment 1), Quote Schedule (Attachment 2), SCA Wage Determination (Attachment 3), and a Past Performance Questionnaire (Attachment 4).
All contractors must have an active registration in the System for Award Management (SAM) and register with the U.S. Department of the Treasury's Invoice Processing Platform (IPP) for payments.
