This document outlines the terms and conditions for the sale of mixed scrap steel, including designated California appliances, from the Navy Region Southwest (NRSW) Qualified Recycling Program (QRP) at Naval Air Station Lemoore (NASL). The sale is for "mixed scrap steel" which may include light steel (lockers, desks) and heavy steel (pipes, angle iron, cast iron, cable, conex boxes). Incidental non-ferrous metals may be present and will be purchased at a fair market price or returned to origin.

• Buyer must provide proof of insurance for all vehicles used.

• Drivers must meet base access requirements (DBIDS participation required).

• Buyer must provide current California appliance recycler certification or certification of the processing company.

• Buyer is responsible for providing standard industry size roll-off containers in good working condition.

• Buyer must provide flatbed trucking services for oversized loads at their expense.

• All material must be scrapped by melting, shredding, or other complete manner that precludes recognition or reconstruction.

• Buyer must deliver weight tickets for all loads picked up within one business day after pickup.

• Pick-ups are limited to normal base business hours (Monday-Friday, 0700-1500) unless otherwise authorized.

• Agreement Period: One (1) year from commencement, with potential for successive one-year extensions by mutual agreement. Total duration not to exceed five (5) years.

• Payment Cycle: Within 30 days from invoice date. Invoices issued within 10 business days after the close of the monthly cycle.

• Late Payment Charges: Weekly administrative charges apply for late payments or failure to pick up materials.

• Consequences Beyond Four Weeks: Outstanding payments beyond four weeks will result in permanent removal from the NRSW QRP bidders list and potential termination of any existing Term Sales Agreement.

• Bidders are encouraged to inspect existing materials as a representative sample.

• Failure to inspect does not constitute grounds for a claim after award.

• Bids are submitted on a "Bid Sheet" (Page 9 of 9).

• Bid amount is a percentage of the published "high end" Fastmarkets American Metal Market (AMM) Export Yard Buying Price for #1 heavy melt, Los Angeles area, determined on the 5th business day of the month.

• Submittals are by certified carrier ONLY. No e-mailed, faxed, hand carried, or certified mail submittals will be accepted.

• This appears to be a sale of government property, not a set-aside for small businesses.

• The buyer assumes complete liability for all taxes applicable to its property, income, and transactions.

• The buyer agrees to indemnify and hold harmless the Navy, NRSW QRP, and the United States.

• Any damage to Government Property during removal operations is the buyer's responsibility.

• The buyer is cautioned about dangerous property and assumes all liability.

• Buyer may not assign rights or delegate obligations without prior written consent.

• Disputes will be decided by the NRSW QRP Manager.

• Gratuities are prohibited and may lead to termination.

• The NRSW QRP may terminate for convenience with 30-day written notice.

• The buyer may terminate with 60-day written notice.

• Termination for default may occur for failure to perform.

This document is an "Invitation to Bid" for a Term Sale of Mixed Scrap Steel (Agreement #T003-26-CD) at Naval Air Station (NAS) Lemoore. The Navy Region Southwest (NRSW) Qualified Recycling Program (QRP) is soliciting bids for the purchase of this scrap steel.

• Item 001: Mixed Scrap Steel includes, but is not limited to, pipe, reels, shelving, lockers, angle iron, plate, vehicle parts, hardware, cuttings, and California appliances. California appliances will be segregated on site.

• Historical data indicates approximately 143 gross tons are generated annually, but this is not a guarantee of future quantities.

• The successful bidder will be responsible for removal of the scrap steel from NASL.

• A minimum of three (3) roll-offs are expected to be on site permanently, with an additional five (5) to ten (10) available temporarily.

• Agreement Period: One (1) calendar year from the start date, with potentially four (4) one (1) year renewals, awarded annually.

• Start Date: 25 May 2026.

• Bid Award Date: No later than 2:00 P.M. (Pacific Time) 20 May 2026.

• Payment: Buyer agrees to pay for property awarded in accordance with quoted bid prices. Invoices will be remitted to the U.S. Treasury.

• Bid Due Date: 2:00 P.M. (Pacific Time) 18 May 2026.

• Submission Method: Bids must be submitted on the provided bid form via carrier service (UPS, FedEx, DHL, etc.) to the address specified.

• Bid Price Determination: Bids are determined based on a percentage of the high-end price for #1 heavy melt scrap steel in the Los Angeles area, utilizing Fastmarkets AMM Export Yard Buying Price. Bids over 100% are acceptable.

• Award Determination: The agreement will be awarded to the responsible offeror whose proposal is most advantageous, considering price and other factors. The NRSW QRP reserves the right to reject any or all bids.

• No specific set-aside requirements are mentioned.

• Inspection Period: 27 April 2026 – 11 May 2026.
