Scope of Work

The contractor will conduct a wild horse drive-trap gather operation, including:

  • Capture and Handling: Utilizing approved methods like helicopter drive trapping and/or roping, adhering to the Comprehensive Animal Welfare Program (CAWP) and Inyo National Forest Wild Horse Gather Standard Operating Procedures (SOPs). The contractor must provide all labor, supplies, transportation, and equipment (excluding a government-provided restraint chute).
  • Care and Feeding: Providing humane care, feeding, and watering in accordance with CAWP standards.
  • Transportation: Transporting captured animals approximately 309 miles to the Double Devil Wild Horse and Burro (WHB) Corrals in Alturas, CA, using semi-trucks and stock trailers.
  • Facility Requirements: Constructing and maintaining safe and humane trap and holding facilities.

The project area covers approximately 835,000 acres outside the Montgomery Pass WHT, east of Lee Vining, CA. Gather operations are scheduled from July 8, 2026, through July 16, 2026.
