Scope of Work
The contractor will design, develop, and instruct a minimum 36-hour "Patrol Officer's Response to Street Drugs" course. This includes providing all personnel, equipment, tools, materials, supervision, and quality control. The course aims to enhance officers' ability to recognize drug use/impairment, understand drug effects, and apply safe, lawful response strategies. Topics cover drug recognition, pharmacology, clandestine lab safety, legal issues (search and seizure), and officer safety. The target audience is up to 40 law enforcement officers and military personnel involved in counternarcotic missions.
Contract Details
- Contract Type: Firm-Fixed Price (FFP)
- Period of Performance: A 12-month base period with six (6) course iterations, plus four (4) 12-month option periods, each allowing for up to twelve (12) course iterations.
- Place of Performance: Services will be conducted within the MCTC service area (54 states and territories), with approximately one-third of courses held at the MCTC main campus in Camp Dodge, Johnston, IA, and the remainder at other locations.

Key Requirements & Qualifications
- Offeror Qualifications: Prior experience in designing, developing, and delivering similar "Patrol Officer's Response to Street Drugs" courses to uniformed law enforcement or military personnel.
- Instructor Qualifications: Instructors must be U.S. Citizens with a minimum of 15 years of total law enforcement experience (including 5 years as a civilian Narcotics Officer) and 5 years of experience teaching similar courses to civilian law enforcement.
- NIST SP 800-171 DoD Assessment: Offerors must have a current assessment (within 3 years) and acknowledge this in their proposal cover letter.
- Deliverables: Student manuals (hard copy), optional CD/thumb drive, and a list of non-instructor role players.
Evaluation Factors
Award will be made to the responsible offeror whose proposal is most advantageous to the Government. Evaluation factors include:
- Technical Capability: Assesses the proposed approach, understanding of requirements, and risk, including contractor and instructor qualifications.
- Past Performance: Evaluates the risk of unsuccessful performance based on recent and relevant past contracts.
- Price: Evaluated for reasonableness, completeness, and balance. Technical Capability and Past Performance combined are significantly more important than Price. Discussions are not anticipated.
