Statement of Objectives (SOO)

This Statement of Objectives (SOO) outlines the requirements for the Contractor to engineer, furnish, install, and test (EFI&T) an upgrade of existing premises wiring or ISP infrastructure to new Cat-6 cabling for building B20388 at Kirtland AFB, NM. The project includes removing all existing outdated and abandoned-in-place Cat-3/Cat-5 premise wiring.

• Installation: Provide and install new Cat-6 compliant cables, equipment, and connections.

• Removal: Remove and dispose of existing outdated and abandoned Cat-3/Cat-5 premise wiring.

• Equipment: Provide and install one new 45U 19-in floor-mount 2-post relay rack in the Communications Room (CR) of B20388, including horizontal and vertical cable managers.

• Cabling: Install Cat-6 cables, patch panels, and patch cords. Ensure all cables are routed in a structured manner and secured.

• Grounding & Bonding: Bond and ground all new and/or existing racks, cable trays, and pathways.

• AC Power: Provide and install dedicated 120VAC 30A NEMA L5-30R outlets for the new rack.

• Testing: Test all performance parameters before cutover and provide test plans and reports.

• Documentation: Provide as-built drawings, status reports, meeting minutes, and a test report.

• Compliance with current ANSI/TIA telecommunications installation and testing commercial standards and Kirtland AFB installation standards.

• All equipment, supplies, and materials must be new and not refurbished.

• Hours of Operation: Primarily normal duty hours (Mon-Fri 0730-1630 MST), with potential for work outside normal hours for mission requirements, coordinated with the CO.

• Site Coordination: Coordinate with the 377th CS/SCX or base POC at least 10 business days prior to arrival.

• Project Management: Identify a Project Manager (PM) responsible for the contract.

• Safety: Comply with all Federal, State, and Base safety laws, regulations, policies, and requirements.

• Security Clearances: Some work may be in secure areas requiring escort; Contractor personnel do not require a security clearance.
