Notice of Intent to Sole Source

This notice indicates the U.S. Department of the Interior's intent to negotiate a sole source, firm-fixed-price (FFP) acquisition with Bruker. The acquisition is for maintenance and service support for the Government-owned CosMx Spatial Molecular Imager and the GeoMx Digital Spatial Profiler, utilized by the National Cancer Institute (NCI) at the National Institutes of Health (NIH).

The required services include:

• Maintenance and preventive service support to ensure sustained operational performance and minimize downtime.
• Three planned preventive maintenances during the contract period.
• Emergency on-site service support.
• Replacement parts (excluding consumables).
• Software service and updates.
• Unlimited clinical technical telephone support during standard business hours.

Services must be performed by OEM-authorized technicians in accordance with the manufacturer's latest established service procedures. Bruker is identified as the only OEM-authorized provider capable of performing these services without impacting critical research operations.

• The anticipated period of performance is a 12-month base period.

• This action is being processed under Revolutionary FAR Overhaul (RFO) 12.201-1.

• Interested parties who believe they can provide the required OEM-certified services may express their interest by submitting a capability statement.

• Capability statements must be received by 10:00 A.M. ET on Monday, April 20, 2026.

• Submissions should be sent electronically to Bridgette Ornelas (bridgette_ornelas@ibc.doi.gov) and Desmond Harris (desmond_harris@ibc.doi.gov).

• Submissions shall not exceed ten (10) pages and must be in a Microsoft Office compatible format or Adobe Acrobat.

• The maximum file size for submissions is 8 MB.

• The Government will not reimburse for any information or administrative costs incurred in response to this notice.

• This is NOT a request for competitive quotes. The Government reserves the right to issue a Request for Quote (RFQ) based on responses received.

• Marketing brochures and generic company literature will not be considered.

• Services to be performed in accordance with Original Equipment Manufacturer (OEM) procedures by authorized technicians.

• Anticipated 12-month base period of performance.

• Interested parties may express their interest and demonstrate capability by submitting a capability statement.

• Capability statements are due by 10:00 A.M. ET, Monday, April 13, 2026.

• Submissions shall not exceed ten (10) pages and must be sent electronically to Bridgette Ornelas (bridgette_ornelas@ibc.doi.gov) and Desmond Harris (desmond_harris@ibc.doi.gov).

• Submissions should be in a Microsoft Office compatible format or Adobe Acrobat, with text no smaller than 11-point font.

• Maximum file size for submissions is 8 MB.

• No reimbursement for administrative costs or information incurred in response to this notice.

• This is NOT a request for competitive quotes. The Government will consider responses to determine if a competitive acquisition is warranted.

• This is a sole source notice, processed under FAR 6.302-1. Bruker is identified as the only OEM-authorized provider.

• The Government reserves the right to issue a Request for Quote (RFQ) based on responses.

• This announcement may be the only notice for this acquisition.
