This solicitation is for the integration of existing "real time locating systems" (RTLS) components with "OR Control" software at the Audie L. Murphy VA Hospital. The "OR Control" software automates and coordinates hospital-wide procedures, and its functionality is dependent on operational RTLS. The existing RTLS components are not currently operational or fully compatible with "OR Control."

• Services:

  • Survey and design to assess coverage requirements and inventory existing RTLS infrastructure.
  • Replace non-serviceable CenTrak devices.
  • Re-battery of CenTrak infrared devices (monitors and virtual walls).
  • Installation, relocation, and harvest of infrared devices.
  • Software installation and configuration of the connector between CenTrak and OR Control.
  • Firmware configuration and validation on all devices.
  • Testing, configuration, and certification of the systems.

• Hardware (with warranty):

  • 1 CenTrak Timing star
  • 8 CenTrak 900 MHz stars
  • 160 Lithium batteries
  • 70 Asset tags

• Software:

  • CenTrak Connect Core
  • CenTrak-HCS Data Connector

• Contractor Requirements:

  • In-depth knowledge of OR Control and CenTrak hardware and software.
  • Previous experience with Veterans Affairs and hospital settings.
  • Knowledge of STVHCS Infection Control and Life Safety requirements.
  • Ability to obtain unescorted access (fingerprinting and background investigation).
  • Compliance with VA regulations and specific laws (e.g., Privacy Act, FOIA).

• Contract Type: Firm Fixed Price.

• Period of Performance: Base period, POP Begin: 06-01-2026, POP End: 05-31-2027.

• Submission: Quotes are due by the date and time specified in Block 8 of the SF1449. Electronic submission via email to francisco.mendoza@va.gov is permitted. Offerors must request confirmation of receipt within five business days.

• Evaluation Factors (in descending order of importance):

  1. Technical Capability: Demonstrated ability to perform tasks in the SOW, including workforce qualifications, resumes, and knowledge of relevant standards (NFPA, NEC, Life Safety Code).
  2. Past Performance: At least 3 years of satisfactory and relevant experience, with recency within the last 36 months and relevancy to hospital settings.
  3. Price: Price quotations will be evaluated for reasonableness. Price is the determining factor if Technical Capability and Past Performance are essentially the same.

• This acquisition is set aside for small business.

• NAICS Code: 541512 - Computer Systems Design Services.

• Size Standard: $34 Million.

• The solicitation incorporates FAR clauses by reference, including 52.212-1, 52.212-3, and 52.212-5.

• Electronic submission of payment requests is required per VAAR 852.232-72.

• Security requirements, including IT contract security, information protection, and records management, are detailed extensively.

This is a Notice of Intent to Sole Source for the procurement of Operations Room Control automation features. These features are intended to integrate with Real-Time Location Systems (RTLS), such as CenTrak, to assist in locating communication devices. The Department of Veterans Affairs, Network Contracting Office 17 (NCO 17) intends to negotiate solely with AgileRank, LLC.

• Operations Room Control automation features.

• Integration with existing or new RTLS (e.g., CenTrak).

• Services will be procured under existing Service Maintenance Agreements between AgileRank and the VA for RTLS maintenance and upgrades.

• Procurement is being conducted in accordance with RFO 12.102 (a), Soliciting from a Single Source.

• This notice is NOT a Request for Competitive Quotes.

• Contractors may submit a capability statement, proposal, or quotation for consideration.

• Responses must be received no later than Tuesday, April 14, 2026, at 3:00 PM CST.

• The government will evaluate responses but reserves the sole discretion to determine whether to continue with the sole source procurement or to provide for competition.

• Prospective contractors must be registered in the System for Award Management (SAM).

• Prospective contractors must be an Original Equipment Manufacturer (OEM) authorized dealer, distributor, or reseller for the proposed equipment/system or service to ensure OEM warranty and service.

• All software licensing, warranty, and service must be in accordance with OEM terms and conditions.

• This notice is for informational purposes pursuant to RFO 5.301.

• Responses are not offers and cannot form a binding contract.

• The VA will not be responsible for any costs incurred in responding.
