Scope of Work
The VA plans a "Nationwide Elevator Modernization Initiative" to modernize approximately 800 traction and hydraulic elevators across 120 VA Medical Centers nationwide. The future contract will require turnkey services, including all labor, supervision, materials, equipment, disposal, and cleanup for complete elevator modernizations. Key requirements include non-proprietary controllers, drives, and diagnostic tools, and adherence to VA Master Specifications and ASME Safety Codes.
Future Contract Details (Based on Market Research)
The VA intends to solicit under FAR Part 12 and FAR 14.211 (Two-Step Sealed Bidding). The contract will consist of approximately 120 Firm Fixed Price (FFP) Contract Line Items (CLINs), each representing a separate modernization project. The primary NAICS Code is 238290 (Other Building Equipment Contractors) with a $22M size standard. The government will require 100% performance and payment bonds for all awarded sites, and offerors must be able to bond per line item. The set-aside designation will be determined based on market research responses.
Submission Requirements
Interested small businesses must submit a PDF document (<=5MB) by January 28, 2026, at 2:00 PM EDT to leslie.prather@va.gov and scott.elias@va.gov. The response must:
- Identify specific sites from the DRAFT Table of Elevators (Attachment 01) that the business intends to propose on, considering actual capabilities and bonding capacity.
- Include a completed Elevator Modernization Vendor Questionnaire (Attachment 02), if not previously submitted.
- Feature a cover page with company name/address, UEI, socio-economic status, point of contact, Sources Sought Number, and Project title.
- The email subject line must include the Sources Sought number and project title.
