Scope of Work
The contractor shall furnish all labor, material, equipment, and supervision for the upgrade of the steam distribution system. The work includes demolition and new construction encompassing general construction, civil, structural, architectural, mechanical, plumbing, electrical, low voltage, and industrial hygiene. All work and materials will be warranted for one year. Specific requirements include restrictions on steam shutdowns during cold weather, prohibition of clamp-on saddles, provision of 30 additional analog pressure gauges, and strict prohibition of ductile and cast-iron materials unless otherwise specified. All workers must complete VA Privacy Training and potentially other VA TMS training.

Submission & Evaluation
Proposals are due by May 27, 2026, at 1:00 PM CT. Submissions must be electronic via email to Jen Jamieson (jen.jamieson@va.gov) and Jeannette Morphew (jeannette.morphew@va.gov). A bid bond (SF24) is required. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) process, with technical proposals evaluated first. Key evaluation factors include Relevant Construction Experience, Key Personnel Experience, and Past Performance. Offerors must be listed and viewable in the SBA DSBS Registry and have an active SAM registration. Joint Ventures require proof of SBA DSBS/SDVOSB certification.
