Performance Work Statement (PWS)

To ensure Drain Lines and Interceptor Traps at the James A. Haley Veterans Hospital (JAHVH) are operational and meet mission critical facility requirements.

This PWS requires the contractor to provide maintenance and repair services for drain lines and interceptor/trap systems across the JAHVH campus. Key services include:

• Grease Interceptor/Trap Maintenance: Quarterly removal of contents and pressure washing for 5K, 1K, and 1250-gallon interceptors/traps.
• Piping Maintenance: Semi-annual jetting of lines from interceptors/traps to building sources.
• Storm Water Drainage System Maintenance: Annual scoping, cleaning, and maintenance of campus storm drainage lines.
• Sanitary Septic System Maintenance: Annual scoping, cleaning, and maintenance of campus septic lines from buildings/interceptors to the discharge perimeter fence.
• Lift Station Maintenance: Quarterly emergent repairs.
• Emergent Repairs: As-needed repairs for unspecified equipment.

• Reporting: Submit detailed service reports after each PM or repair, including contractor/FSE names, dates, times, costs, parts used, problem nature, equipment nomenclature, and building number. Reports must be signed by the service designee and FSE.

• Personnel Competency: Provide written assurance of personnel competency and a list of credentials within 10 days of award. Credentials may be requested for authentication at any time.

• Response Time: Respond by telephone within 1 hour and arrive on-site within 2 business hours for emergency repairs. Restore equipment to operational status within 24 business hours.

• Parts: Furnish/replace all parts meeting OEM specifications. Parts must be new and warranted for one year. Contractor must maintain stock or secure parts within 3 calendar days.

• Quality: Perform to standards in NFPA, OSHA, and manufacturer specifications. Submit PM procedures and checklists for COR approval prior to service initiation.

• Period of Performance: Base period of 12 months from award, with four (4) one-year option periods.

• Place of Performance: James A. Haley Veterans Hospital, 13000 Bruce B Downs Blvd, Tampa, Florida 33612.

• Personnel Qualifications: Licensed and trained personnel required. Personnel must have completed OSHA 10-hour training. Contractors must have a minimum of 5 years of experience in grease trap maintenance and repair in relevant facilities.

• Safety: Comply with all federal, state, and local laws. Provide all OSHA site safety. Ensure employees have background checks.

• Identification: Contractor personnel must wear government-issued and contractor identification badges at all times.

• Disposal: Arrange and pay for proper disposal of waste and debris, providing certified disposal receipts.

• Coordination: Coordinate all inspections and repairs with the COR. Sign in/out with the COR or at the Central Energy Plant when COR is unavailable.

• C&A: Certification and Accreditation (C&A) requirements do not apply as no VA sensitive information is accessed.

This is a Sources Sought Announcement only, not a solicitation. The Department of Veterans Affairs (VA) James A. Haley Veterans’ Hospital (JAHVH) is seeking information on potential sources for Drain and Grease Trap Maintenance services. The goal is to gauge market interest and identify qualified businesses, including large, small, Service Disabled Veteran Owned, Veteran Owned Small Business, HUBZone, 8(a), Small Disadvantaged, and Women Owned Small Businesses, relative to NAICS code 562998 (All Other Miscellaneous Waste Management Services, with a $16.5 Million size standard).

The VA is looking for contractors to provide comprehensive maintenance and repair services for identified Drain Lines and Interceptor/Trap Systems at the JAHVH. This includes furnishing all necessary labor, parts, travel, and equipment.
