Scope of Work
The project involves the comprehensive replacement of an existing Armstrong Tube and Shell heat exchanger bundle and a Flo-rite Temp water heater with a new Spirax Sarco plate and frame heat exchanger (model AEH-6E-PT-DHW-PN) or an equivalent system. Key deliverables include:
- Shutting down and draining the existing system.
- Removing and disposing of the old heat exchanger, associated piping, and insulation.
- Supplying and installing the new heat exchanger package, including a skid with "The Brain - Parallel Single Temperature Heat Exchanger" package.
- Replacing worn or damaged copper lines, piping, and fittings within a 5-foot radius of the unit.
- Insulating new piping with 1" thick fiberglass with ASJ jacket and PVC fittings.
- Installing new isolation valves, drain lines, and making all necessary piping connections (steam, condensate, cold water, mixed water, recirculation, electrical, BAS communication wiring).
- Performing system testing, commissioning, startup assistance, and leak testing.
- Conducting all work during after-hours shutdowns to minimize disruption.
- Providing a manufacturer's warranty for new equipment and training for VA Medical Center personnel.

- Contract Type: Firm-Fixed-Price
- Period of Performance: Base period from April 20, 2026, to April 19, 2027.

Submission & Evaluation
Award will be made to the responsible offeror whose proposal is most advantageous to the Government, considering both price and non-price factors. Evaluation will include Technical Approach, Experience, and Required Documents. The Lowest Price Technically Acceptable (LPTA) method will not be used. Required documents include verification of VA Form 10091 and W-9 submission to Austin, TX, FMS Vendor File Update Form, SAM registration verification, and signed VAAR 852.219-75 and -76 certifications (if applicable). All documentation under Section E and all amendments must be submitted. Invoices are to be submitted monthly in arrears electronically via the Tungsten Network.
